WELLFLEET FINANCE COMMITTEE
Minutes of meeting of December 17, 2003, 7:30 PM
Present: Berta Bruinooge, Chair, Arlene Kirsch, Nancy Bone, Mac Hay, Carl Caruso,
Pat Foley, Sylvia Smith
1. Request for Transfer 04-02
The request for $5,000 for a new photocopier for the library was discussed. Arlene made a motion to approve the request, Pat seconded, all approved.
2. Budget Message from Finance Committee
The Draft 2 - Budget Statement FY 05 was discussed. Sylvia will check on valuation rates with the Assessors Office on Thursday, AM and will call Berta as to correctness. Berta will present to the Town Administrator. Nancy made a motion to approve the budget statement and to send it to the Selectmen, Carl seconded. All approved.
3. Town Water System Letter
Town Meeting voted for the smallest water system and voted against the larger system. There was discussion regarding extra work being done for additional $50,000 for additional hook-ups at a later date. Town Meeting didn
4. 335 Main Street letter
Nancy moved to accept the draft letter with revisions to the last paragraph. Nancy to e-mail revisions to Berta. Carl moved to accept the revisions as edited by Nancy and send to Selectmen. Arlene seconded. All approved.
5. Minutes of the 12/3/03 Meeting
Corrections made to minutes of the 12/3/03 meeting. Nancy motioned and Mac seconded the approval of the minutes. All approved.
6. Future Meetings
Fran attends Board of Appeals meetings on the same night as the Finance Committee. A new person will be hired. Town staff is supposed to support us; the Town must supply us with a committee clerk. Berta will go to the town Administrator and request a clerk for the 4th Wed. of each month. Next meeting is on the 4th Wednesday of January, 2004 (1/28/04).
7. Other Business
We all received the meeting schedule for January budget meetings. Berta encouraged us to go to as many as we can. Town Administrator has said that the finance committee will go as guests. The date list says that the meetings are joint meetings. Berta will ask the Town Administrator about this. Berta will also ask if we can get advance budgets prior to the January meetings. These meetings are the time when we can question Department heads.
8. Liaison Reports
Carl expressed disappointment with the DPW information that he gets. Is slow in coming.
Berta has 4 meetings in January for the Nauset Regional School District. She plans on attending these meetings.
Sylvia didn Nancy was ill for the last NRAB meeting.
9. Finance Committee Budget
The Finance committee will recommend a $250 budget for their committee to the Town Administrator. Finance committee will also recommend a reserve fund in the amount of $50,000. Pat moved these issues and Arlene seconded. All in favor.
