Meeting Minutes:  02/05/14:  Cary Rea moved to approve the amended meeting minutes of 02/05/14; seconded by Ginie Page; passed 3-0.
Meeting Minutes:  01/15/14:  Cary Rea moved to approve the amended 01/15/14 meeting minutes; seconded by Lauren McKean; passed 3-0.  
Regulation Change 2.06:  Small Vessel Identification and Permitting Program – Fees.  There was discussion regarding placing a split rail fence at Indian Neck, beyond the parking area where roads are being created by fishermen and those using tenders.   Mayo and Indian Neck kayak racks will be redesigned to be lower.  The Commission reviewed made revisions.  Ginie Page moved to approve the amended regulations; seconded by Cary Rea; passed
5-0.
Organic Land Management Policy.  Terry Gips moved to endorse the Wellfleet Organic Land Management Policy and request the Board of Selectmen to include it in their policies; seconded by Ginie Page; passed 5-0.
Penny Patch:  Agent Greenberg-Lemos stated the Recycling Committee requested 5 to 8 vendors be allowed to set up at the Penny Patch during the Farmers Market on Wednesdays.  Due to the heavy use at the site, the Commission recommended Agent Greenberg-Lemos write a letter to the Board of Selectmen stating they would prefer an alternative site be considered because they are not in favor of using the lawn area adjacent to the driveway.      
        
Public Hearings 5:00 pm:
McMahon, 54 Valley Rd., Map 4, NOI, new septic and well, repair to driveway (Cont’d from 2/5/14).   Lauren McKean recused herself.  David Lajoie and Peter McMahon gave an overview of the revised plan.  McMahon stated the parking area has been moved, the propane tank will be located on the northeast side of the house, an upgrade of the septic system will utilize an Advantex system at the request of the National Park, gravel will be placed at the bottom of the driveway, and hay bales will be placed by the  silt fence.  The propane tanks will be placed on a concrete slab.  The parking lot will have gravel which will serve to absorb  the water runoff.  He noted there are three trees leaning towards power lines which should be removed.  Agent Greenberg-Lemos stated several e-mails were received from the Kuhns, who are immediate abutters.  David Lajoie stated he had a conversation with Andrew Kuhn and provided information regarding the application to him.   Ginie Page moved to approve the NOI; seconded by Cary Rea; passed 4-0.  Supervisor:  John Portnoy.       
Amsler, 313 Main St., Map 14, parcel 177, NOI, two 10 x 12 sheds (Cont’d from 2/5/14).  Chet Lay and Charles Amsler gave an overview of the revised site plan.  Chet Lay stated the sheds have been reduced in size to 10’ x 10’, relocaaed two feet away from the resource area, only 5 vehicles will be allowed to park in the area.  The sheds will be placed on concrete blocks with no digging in the resources and 10 bushes and/or trees will be planted.  The commission felt the project was too large for the footprint.  One of the tenants at this property stated there should be a vegetated, non-parking area. Joe Wanko, owner of the Lighthouse Restaurant, stated delivery trucks have serviced his establishment for over 30 years, and he has a legal easement for the deliveries.  Agent Greenberg-Lemos stated the commission has no jurisdiction over where trucks park.     Ginie Page moved to deny the application; seconded by Lauren McKean;  passed 4-0 with one abstaining.          
Fromboluti, 460 School House Hill, Map 4, Parcel 34, AOOC.  Lauren McKean recused herself.  David Lajoie stated a new shed would be installed on the north side of the building to replace the damaged shed and the retaining wall will be moved 6 feet from the original location.  He stated there is a proposed parking area and a landscaping plan.    The proposed work limit is smaller than in the previous plan.  The access for the work will be from the School House Hill Road side of the property.   Agent Greenberg-Lemos stated that the planting identified on the site plan over the septic should be changed.  Ginie Page moved to approve the AOOC; seconded by Ed Simpson; passed 4-0.
Town of Wellfleet, Map 19, Parcel 81 and CCNS, RDA, clear trees and limbs as required for drill rig access, lay swamp mats for protection of marsh surface, and conduct up to 4 soil borings.  Lauren McKean recused herself.  Agent Greenberg-Lemos stated this project is for 4 soil borings at Mill Creek to determine if a new dike could be placed there for the Herring River Restoration project.  She stated she is hoping AmeriCorps will be able to do the brush work to prepare the site for the project.   Terry Gips identified this as a Negative 2; seconded by Cary Rea; passed 4-0.
Cary Rea moved to adjourn 6:00 pm; seconded by Ginie Page; passed 4-0.
