CCNS/NRAB/Suzanne Thomas: Ponds. Suzanne Thomas stated the daily tabulation of boats on Gull Pond was primarily performed on weekends. She stated Jack’s Rental Boats had his boats tagged. She stated the boats on the rack system which was rented on a seasonal basis was utilized 15% of the time and she would like to use one rack for short term rental. Two racks, holding 16 kayaks/canoes (small), will be re-located on the bay side. An insignificant number of cars brought in kayaks/canoes. She stated she has put into her budget a request for roll out mats to accommodate floating wheel chairs. Suzanne stated parking is an issue at Gull Pond and would like to place additional rocks in the location to eliminate the parking that is creating erosion. She stated some fencing could also be utilized. There was some discussion regarding the bank mitigation where Jack’s boats are located and what future steps to take, preferably in phases. If money is required for the work, funding requests would be submitted in February. Trudy Vermehren, Terry Gips and Lauren McKean will work with Suzanne and Sophia Fox to start formulating a list of materials and money that will be required.

Cannon Hill / Hamblen Park:  Frank Corbin and George Riley stated the original restoration plan has not changed.  Terry Gips read the warrant from the Spring 2012 Town Meeting.  Frank Corbin stated the work access will be Pine Point Road and there will be 90 cubic yards of fill.  Corbin stated they will be at the site overseeing the project.  It was recommended that signage or additional rocks be installed to prevent passage of vehicles in certain areas.  One section of the old path will be closed off due to its erosion.  Flags will be placed on trees which will be cut down and pruned.  Those trees which will be cut as well as branches, etc. will be removed by hand and hauled away.  There was discussion regarding biodegradable stapes.  The Commission accepted the additional information and agreed that the previously approved RDA did not need further review before bids were sought from contractors.  Trudy Vermehren will be the supervisor from the Commission and receive a copy of the bid package and work closely with the contractor.

Gray - Shellfish Grant – No one was at the meeting.

Public Hearings 5:00 pm:

Foley, 10 Irene’s Way, Map 42, Parcel 24.4, Certificate of Compliance. A site visit was made and is in compliance. Ed Simpson moved to approve the Certificate of Compliance; seconded by Cary Rea; passed 5-0.

Manning, 1694 Route 6, Map 30, Parcel 84, Certificate of Compliance. A site visit was made and is in compliance. Cary Rea moved to approve the Certificate of Compliance; seconded by Ed Simpson; passed 5-0.

Bruinooge, RDA, Aquaculture grant (Cont’d from 12/05/12). Terry Gips moved to continue the RDA indefinitely; seconded Ed Simpson; passed 5-0.

VonKaesburg, 135 Nauhaught Bluff Rd., Map 21, Parcel 10, NOI, Landscaping (Cont’d from 12/05/12). Jeremy Young gave an overview of the project and stated excavation was performed and the land is cleared. Loam will be placed in the cleared area for the base. The commission recommended using a conservation seed mix and placing additional plants to provide a buffer at the top edge of the bank. Mr. Young will provide a list of buffer plants. Terry Gips moved to approve the RDA; seconded by Lauren McKean; passed 5-0. Supervisor: Ed Simpson.

Spagnoli, 105 Cataboat Rd., Map 41, Parcel 104, RDA, construct mudroom. Mr. and Mrs. Spagnoli gave an overview of the project, stating the mudroom will be on decking. Terry Gips identified the project as a Negative 3; seconded by Ed Simpson; passed 5-0.

Reavey (Colton), 145 Indian Neck Rd., Map 28, Parcel 135, NOI, Replace existing dwelling. David Lajoie and Peter Coneen represented the applicant. The foundation will remain in the same footprint and sonotubes will be utilized for the deck and screened porch. The commission requested the marsh area be cleaned up of debris. There will be revegetation on the property where noted in the construction protocol. Ed Simpson moved to approve the NOI; seconded by Cary Rea; passed 5-0. Supervisor: Ed Simpson.

Meister, 295 King Phillip Rd., Map 35, Parcel 198, NOI, clear trees and replant with native species and construct kayak rack (Cont’d from 12/05/12). Theresa Sprague, Eric Mitchell and Mr. Ambrose gave an overview of the project, stating 93 trees will be removed and 112 trees will remain. Barbara Brennessel, who monitors turtle habitat for MA Audubon, stated she will be monitoring in the spring, summer and fall of 2013 and will require an access route as well as permission to monitor the property. She stated she would like to know if this turtle garden will be maintained because if it is not, the garden will only be active with turtles for one year. She also would like to use predator cages. There was extensive discussion regarding the number of trees to be cut down, the revegetation of larger plants, the location of the proposed turtle gardens, and habitat for other species in the area. The work will be performed between October 31 and March 31. Replanting will take place as soon as possible and monitoring will take place to replace any plants that do not survive. It was recommended there be a three-year monitoring plan for the revegetation and replacement of those shrubs as necessary. Terry Gips moved to continue to January 16, 2013; seconded by Cary Rea; passed 5-0.

Connelly, 74 Springbrook Rd., Map 47, Parcel 27, NOI, Septic System Upgrade. Eric Mitchell represented the applicant and gave an overview of the project. There will also be a new well installation. The commission requested the existing brush be removed from the bank of the stream when the other debris is removed. Terry Gips moved to approve the NOI; seconded by Ed Simpson; passed 5-0.

Blasch Del Mar, LLC, 1440 Chequessett Neck Rd., Map 18, Parcel 7, RDA, Plant beach grass and use biomimicry system. Lauren McKean recused herself. Gordon Peabody and Tory Nassy from Safe Harbor represented the applicant. Peabody stated biomimicry collects sand as it is blown by the wind and does not create any issues with the environment. Beach grass will be planted on the lower section of the bank. The biomimicry slats would be placed in the sand in the flat area adjacent to the bank. The wooden slats would be removed in March, after the stormy season. Trudy Vermehren identified this project as a Negative 2; seconded by Cary Rea; passed 4-0. Gordon Peabody stated he would like to come back to the commission with results of the monitoring which will be done on this property.

Elkin, 100 Catboat Rd., Map 41, Parcel 87, NOI, Install handicapped ramp and reconfigure driveway. Gordon Peabody, Joy Cummings, and Tory Nassy represented the applicant. Peabody stated the property had invasive plants and will be replaced with native vegetation. Cary Rea moved to approve the NOI; seconded by Ed Simpson; passed 6-0. Supervisor: Terry Gips
