Co-Chair Terry Gips called the meeting to order at 4:08 pm

Jurisdictional Opinion:

479 Black Pond Road, trimming of multiple trees. ~Andrew Petty requested the owner remove debris from the buffer zone.  An arborist was hired to clean up the area, cutting small dead branches, remove one dead pine tree and repairing poor cuts made in the past.  Lauren McKean recused herself as the property sited is within the National Seashore.  Ed Simpson moved to approve the Jurisdictional Opinion; seconded by Trudy Vermehren; passed 4-0.

Mail:
There was a pamphlet containing samples of various products used for roadways, patios, erosion control products, etc.

Trudy Vermehren stated she had a discussion with a person who had some concerns with trees on the National Seashore which abuts her property.  Lauren McKean stated the person with concerns would have to put it in writing to the National Seashore, identifying what her concerns were and a determination would be made if any work could be done.

There was discussion regarding the possibility of providing racks for kayaks and canoes at various locations in Wellfleet, in particular Powers Landing and Pleasant Point.

Minutes:

Lauren McKean moved to approved the 10/19/11 as amended; seconded by Campbell Rea; passed 5-0.

Terry Gips distributed a revised copy of her draft for boats/floats on town property.   The Commissioners made further recommendations refining the wording and adding the names of additional town personnel who would be involved in enforcement.  Trudy Vermehren~ moved to approve the wording for the Small Boat Identification Program/Regulation for Wellfleet; seconded by Campbell Rea; passed 5-0.  Terry Gips will distribute a revised copy to the Andy Koch and Suzanne Grout-Thomas for further comments. Endorsement from additional advisory boards and committees will also be sought.

Public Hearings 5:00 pm:

Town of Wellfleet, NOI, Paving and Drainage of various sites within Wellfleet.  At the request of the applicant, Terry Gips moved to continue to December 7, 2011; seconded by Trudy Vermehren; passed 5-0.

Jarvi, 90 Kemp Circle, Map 16, Parcel 645, Certificate of Compliance   Lauren McKean recused herself.  Andrew Petty stated there are two Certificates of Compliance, for the property.  Coastal Engineering signed off on the septic system upgrade project.  Andrew Petty made a site visit and stated the work is in compliance.  Trudy Vermehren moved to approve the Certificate of Compliance; seconded by Ed Simpson; passed 4-0.  The second Certificate of Compliance is for a detached studio and greenhouse.  Petty stated  there is no erosion and recommended approval.  Lauren McKean recused herself.  Trudy Vermehren moved to approve the Certificate of Compliance; seconded by Ed Simpson; passed 4-0.

Coates, 10 First Ave, Map 30, Parcel 120, NOI, Removal of existing brick patio and masonry retaining wall and stairs, construct deck, porch, stairs pervious block patio and timber retaining wall (Cont’d from 11/02/11).  Eric Mitchell represented the applicant on behalf of JC Ellis.  A letter from Natural Heritage stated there would be no adverse impact.  Mitchell gave an overview of the project.  Copies of the construction protocol were provided, which included vegetation plans.  Supervisor:~ Lauren McKean.  Ed Simpson moved to approve the NOI; seconded by Trudy Vermehren; passed 5-0.

Yankelovitch, 374 King Phillips Rd., Map 35, Parcel 182, Extend rock revetment (Cont’d from 11/02/11).   No information has been received from Natural Heritage and no correspondence was received from the engineering firm representing the applicant.  Terry Gips moved to continue to a date unknown; seconded by Trudy Vermehren; passed 5-0.

Crockett, c/o Hay, 91 Commercial St., Map 21, Parcel 129, NOI:  Install vinyl sheet pile bulkhead at 91 and 95 Commercial St (Cont’d from 11/02/11).   At the request of the applicant, Terry Gips moved to continue to December 7, 2011; seconded by Trudy Vermehren; passed 5-0.

Duck Creek Creative Ctr., 91 / 95 Commercial St., Map 21, Parcel 128, NOI, remove wood bulkhead at 95 Commercial  St. and install vinyl sheet pile bulkhead at 91 and 95 Commercial St (Cont’d from 11/02/11).  Terry Gips moved to continue to December 7, 2011; seconded by Trudy Vermehren; passed 5-0.

O’Connor, 90 LeCount Hollow Rd., Map 30, Parcel 9, NOI, Remove existing garage and barn and replace with wood frame structure (Cont’d from 11/02/11).  At the request~ of the applicant, Terry Gips moved to continue to December 7, 2011; seconded by Campbell Rea; passed 5-0.

Trudy Vermehren moved to adjourn the meeting at 5:35 pm; seconded by Ed Simpson; passed 5-0.
