Minutes of Conservation Commission Public Meeting

4:00 - Business Meeting & Conservation Agent's Report
Co-Chair Trudy Vermehren called the meeting to order at 4:05 pm.

Jurisdictional Opinion: Salt Marsh Pottery on Main St, locust in front yard that needs to be removed. Andrew Petty made a site visit and stated the tree should be removed. Ginie Page moved to approve the Jurisdictional Opinion; seconded by Ed Simpson; passed 5-0.

Mail:
Agent Greenberg-Lemos stated a letter was sent to the Sexton’s regarding wetland protection regulations (Map 31, Parcel 600). A picture was provided with the letter identifying the area and a new path to the beach. The Sexton’s had an office visit with Agent Greenberg-Lemos and they stated the path had been there and access was with portable stairways.

Waquoit Bay National Estuarine Research Reserve requested the commission’s help in a comprehensive study, They would like contact information for members of the commission. The Commissioners can voluntarily provide their contact information.

Suzanne Thomas came to the meeting to discuss showers at the ocean beaches. She stated the bath houses at Newcomb Hollow LeCount is located on National Seashore property. The Newcomb Hollow comfort station well is on National Seashore property. White Crest is on town property and it has an impervious paved parking lot. There is a well too close so that is might need to be moved. Agent Greenberg-Lemos pointed out that the water would be cold and would not have to be potable and it have to go into a septic system. Thomas’ opinion is that people coming from the ocean beaches washing off in the ponds do not contribute that much salt to the fresh water ponds.~ There was discussion regarding the costs involved in installing showers. Thomas stated she would be willing to put in a request for funding for showers in the Capital Improvement Plan for White Crest Beach. Ginie Page moved to have Thomas request funding; seconded by Ed Simpson; passed 5-0.
It was reported that LeCount Hollow’s bathroom had a strong septic odor and Agent Greenberg-Lemos agreed to follow up with the DPW.

Thomas stated Jack’s Boat Rental pays $14,120 and is allowed to purchase up to 12 seasonal parking spots at $250.00 each, and that the facts in the article in the Cape Codder are not accurate. Thomas recommends keeping a log regarding the boat rentals from Jack’s and the use of the canoes and kayaks from town storage racks. It was pointed out that Jack’s is allowed 30 boats.

Jurisdictional Opinion: Map 28, 233, Brown’s Landing Condo’s, condo’s want to dig up the driveway pavement and replace one to one and include French drains. Ed Simpson moved to approve the Jurisdictional Opinion; seconded by Lauren McKean; passed 5-0.

Jonathan Root requested the support of the Commission for a workshop on edible and perennial gardens in the spring of 2012. The Commission recommended having the seminar on a weekday evening.

Town Warrant:~ The commission will make their recommendations at Town Meeting.

On October 19, 2011, we will discuss boats, floats and rafts.

Public Hearings 5:00 pm:

Partridge, 45 Schoolhouse Hill Rd., Map 9, Parcel 633, RDA, pumping and filling existing cesspool and piping and grading with installation of new septic. Jason Ellis represented the applicant and stated the house is currently for sale and requires an upgrade. Campbell Rea identified the project as a Negative 3; seconded by Ed Simpson; passed 5-0.

Smith, 2003 Harbor Lights Circle, Map 20, Parcel 19, RDA, replace two existing steps to deck . Barry and Marie Smith gave an overview of the project, stating the stairs will be moved so they are no longer on the abutter’s property and that a deck will be added in the back of the unit. Campbell Rea identified the projected as a Negative 3; seconded by Ed Simpson; passed 5-0.
Yankelovitch, 374 King Phillips Rd., Map 35, Parcel 182, Extend rock revetment (Cont’d from 09/21/11).~ At the request of the applicant, Ginie Page moved to continue to October 19, 2011; seconded by Ed Simpson; passed 5-0.

Trudy Vermehren moved to adjourn at 5:25; seconded by Ed Simpson; passed 5-0.
