Minutes of Conservation Commission Public Meeting

4:00 - Business Meeting & Conservation Agent's Report
Co-Chair Ed Reynolds opened the meeting at 4:00 pm.

Lee Weishar from Woods Hole Group and Peter Marcunas discussed sediment management.  Lee discussed assessing Mayo, Lt. Island and Indian Neck beaches, performing an inventory of the sediment as well as looking at the erosion history of the beaches to see the shoreline changes, and the direction of sediment transport.  The project would also include assessing the sediment in the creeks as well as looking at all the beaches in the harbor and studying their erosion, sediment transport, etc.  After reviewing all the beaches, the project would determine what beach sites should be renourished.  There would be a priority list for renourishment that would take into account the shell fishing issues.  The last task would be to create a report with maps, quantitative sieve analysis, and describe trends, along with   steps for future work.  Agent Greenberg stated we have money in the funds to cover the cost for this report.  

Agents Report:
·       the Mayo Creek restoration applicants want to have a discussion with the people at Harborside Village to discuss their concerns.  She stated some monitoring wells will be installed for sampling and is confident nothing will be affected because they are going to return it to what it was a year ago.  The water quality is terrible right now and Phase I will restore the creek to some degree.  She stated several state agencies are involved in Phase I.  

·       Agent Greenberg has been in contact with the Army Corps of Engineers and is looking at moving the dredged materials from Keller’s Corner to Powers Landing.  

·       Agent Greenberg distributed a copy of a report on salt water intrusion into the Herring River.

·       Several people are interested in attending a fundamentals class on conservation.


·       Public scoping hearings will be held in August on the Herring River Restoration project at the Sr. Ctr.

·       The Bookstore variance request was denied from DEP.  The Board of Health will require a tight tank for the property.    
  
Jurisdictional Opinions:
Heist, 229 Schooner Lane, replace 8 x 8 shed with 8 x 10 shed.  The commission will make a site visit.  Ginie moved to continue the Jurisdictional Opinion to July 2, 2008; seconded by Cyndi Moe.

John DiBlasio moved to approve the Minutes of June 4, 2008 as amended; seconded by Cyndi Moe; passed 5-0.

Public Hearings:

5:00 pm  Clisby, 50 First Ave, Map 30, Parcel 125:  Certificate of Compliance.  Cyndi Moe, supervisor, stated the project is complete.  John DiBlasio moved to grant the Certificate of Compliance; seconded by Cyndi Moe; passed 5-0.

5:03 pm  Back, 170 Blue Heron Rd., Map 41, Parcel 9:  Certificate of Compliance.  Ed Reynolds, supervisor, reported the project is complete per conditions. Patrick Winslow moved to grant the Certificate of Compliance; seconded by Ginie Page; passed 5-0.  

5:06 pm  Town of Wellfleet, Harbor, Maps 21 and 20, Parcels 114 and 31:  Request for Extension (3 years) be allowed to continue to dredge the L-shaped pier.  John DiBlasio moved to extend the request for three years; seconded by Ginie Page; passed 5-0.  

5:08 pm  Biron, 15 Commercial St., Map 15, Parcel 104, RDA, replace decking (Cont’d from 6/04/08).  Applicant was a no show.  Cyndi Moe moved to continue to 7/02/08; seconded by John DiBlasio; passed 5-0.

5:10 pm  Zelman, 115 Atlantic Ave., Map 36, Parcel 33, RDA, Install water line (Cont’d from 06/04/08).  David Lajoie of Felco Inc. requested a continuation on behalf of Zelman.  This is a proposal to drill a well on another parcel and install a line in the event they need it.  The applicant did drill a well on his own property and would like to wait to see the water results.  Cyndi Moe moved to continue to 9/3/08; seconded John DiBlasio; passed 5-0.

5:14 pm  Lord, 56 Beach St., Map 35, Parcel 10, NOI: septic upgrade.  David Lajoie gave an overview of the project, identifying the resources.  There is no proposed change in the building. They will use an advantex system.  It has been approved by the Board of Health.  There was discussion regarding moving the location of the tanks.  The project is exempt from Natural Heritage review.  Ginie Page moved to approve the NOI with conditions; seconded by Cyndi Moe; passed 5-0.  

Cyndi Moe moved to adjourn at 5:30 pm; seconded by Patrick Winsow; passed 5-0.
