Meeting called to order at 4:00 P.M. by Co-Chair John DiBlasio
Business Meeting:
Correspondence:
·       A letter from Lynn Hamlin to Ms. Liz Kouliharris at DEP (Cons Comm copied) regarding Taylor property on Pond Road.  
·       Greenberg to Brunt regarding vista pruning on addressStreetOld Wharf Road; co
·       copied Palmer.
·       Pamphlets, newsletters, and brochures distributed.
·       An Emergency Order was issued by Greenberg for the decking to be removed with a crane from Cliff Road.  

Lonni Briggs stated the 2” x 4” metal grid fencing for the Granville property may not allow the turtles to get through.  The Commissioners felt the fencing would be appropriate so the dogs would be protected from coyotes and the turtles would be protected from the dogs.

Jurisdictional Opinions:  
Sheila and Dick Duffy, 135 Marvin Way, vista pruning.  Ginie Page moved to approve the JO; seconded by Cyndi Moe; passed 7-0.
William Shay and James Hood of Alves Lane, requested a concrete slab be poured for a propane generator.  Cyndi Moe moved to approve the JO; seconded by Ginie Page; passed 7-0.
Agent Report:
Agent Greenberg reported an emergency repair was done by the DPW to the Gull Pond beach area due to sand washout.
Andrew Petty reported the DPW will supply two trash cans but the residents will need to maintain them.
Dottie Dolan reported the Domenech project on School Street has not been started yet.
Andrew Petty asked the Commissioners to address revetments in a consistent manner and decide what form of renourishment should take place.  There is no enforcement being done now.  The earlier conditions stated people need to renourish when toe stones are showing.  It has been determined that toe stones are typically not in view.  Paul Banner stated the request could be put in the Comprehensive Plan and make a regulation that would be town wide.  A proposal would need to be drawn up for the 2007 Town Meeting.  Agent Greenberg will contact Town Counsel for their assistance in drawing up the proposal.  
Greenberg informed the Committee MA Audubon is working on getting a grant to study revetments.  
Discussion took place regarding the possibility of saving old trees.  Petty stated they have to be unique and would be required to be on the MA list.  Cyndi Moe moved that Dottie Dolan be reappointed to the Community Preservation Committee; seconded by Ginie Page; passed 7-0.
Dottie Dolan moved to approve the June 21, 2006 meeting minutes with amendments; seconded by Ginie Page; passed 7-0.
Elections:  
Paul Banner moved to elect Dottie Dolan as the new co-chair; seconded by John DiBlasio;

passed 6-0.

Public Hearings:

Steiner, Thomas, 3 Indian Neck Road, Map 28, Parcel 231: NOI:  Emergency repair of damaged culvert in small dike Cont’d from 07/05/06.  Ginie Page recused herself.  Gordon Peabody represented the applicant.  He noted the address should be 1 Indian Neck Road.  The DEP number assigned is SE077-1107.  Cyndi Moe moved to approve the NOI with conditions; seconded by Dottie Dolan; passed 6-0.
Steiner, Thomas, 3 Indian Neck Road, Map 28, Parcel 231: NOI:  Replace existing deck and add approximately 80 sq. ft to side decking Cont’d from 07/05/60.  Ginie Page recused herself.  Gordon Peabody represented the applicant.  Peabody stated he would add one yard of sand after the poison ivy dies down.  The DEP number is SE-077-1108.  Cyndi Moe moved to approve the NOI with conditions; seconded by Paul Banner; passed 6-0.
Town of Wellfleet, Town Pier, Map 21, Parcel 114: NOI:  Construct boat washing pad and washwater recycling system.  Mike Flanagan, Harbor Master, represented the Town.  He stated this will be a pilot program to bring power washing of hulls into compliance.  The Town received grant money for the planning and engineering of the project.  The water will be recycled in a containment area which will save on quantity and disposal costs.  There will be a by-pass that closes the recycle area in the event of rain/water run off.  It will be used in September, October and November, with a  users fee to offset the cost.  The Town already has the holding tanks.  The State may provide 75% of the costs.  Paul Banner moved to continue the case to August 2, 2006 in order to get a DEP number; seconded by Ginie Page; passed 7-0.

Ginie Page moved to adjourn the meeting at 6:00 pm; seconded by Cyndi Moe; passed 7-0.
