Minutes of Meeting of January 23, 2002

Present: David Breen, Chair; Betty Kimball, Lezli Rowell, Geoffrey Karlson;
Emily Beebe, Health Agent
David Breen opened the meeting at 7:02 p.m.
OLD BUSINESS
Housing Authority/Lower Cape Cod Community Development Corporation, 324 Old Kingleft in the easement, placed as far front as possible and laid in the same trench. The utilitiesthe water and gas lines in the easement would support tractors if a trench were to be dug (Oto be brought back to the BOH, and all modifications to the plan to be communicated to the Health Agent. Betty Kimball seconded; the motion was passed unanimously, 4-0.
Evelyn Paine, Pilgrim Springs Cottages, 2032 State Highway, Map 29, Parcel 127that she has been working with the bank for a loan, and the bank has suggested that she might wish to to the ZBA. Health Agent Beebe stated that any condo proposal would maintain conditions as they now existorders extended until mid-February could be broken up into smaller units. The discussion closed with Ms. Paine agreeing to come back to the February 13 meeting; she would still be in compliance with the orders which had been extended until 2/15. She repeated that she would have the swimming pool fence constructed, since she feels it is most important.
NEW BUSINESS
Ruprecht, 45 Alves Road, Map 15, Parcel 135conditions of the down-gradient location make the plan acceptable. Betty Kimball, noting the presence of a bathroom in the basement, asked about a special pump; ORowell, stating that private wells are under the BOHannual testing of the locus well for the usual parameters; 10 parts per million of nitrate or greater would lead to a public hearing to consider alternative treatment
no increase in bedrooms or habitable square feet in the structure
Betty Kimball seconded the motion, which was approved unanimously, 4-0. Geoff Karlson asked John OLicensingMinutes of January 9, 2002Betterment Objectivesthan for a failed system. Ms. Beebe stated that she has a list of 45 properties that have been pumped twice during a 12-month period; these will compose her primary list. She plans to submit this list to Kendall Ayres, who is the coordinator for the septic loan program for Barnstable County. Betty Kimball read from the minutes of 2/28/01(e.g., Brewster, Harwich) for their criteria.
