The Wellfleet Board of Selectmen will hold a public meeting on Tuesday, August 13, 2013 at 7 p.m. at the Wellfleet Senior Center, 715 Old Kings Highway, Wellfleet, MA 02667.

I.      Announcements, Open Session and Public Comment [7:00]

II.     Public Hearing(s) [7:15]
A.      Shellfish
a)      Applications received July 22, 2013 from Schooner Grady, Luene Grady and Michael Gregory to renew shellfish grant license # 95-15 for a ten year period.  
b)      Applications received August 6, 2013 from James, Mary, Michael and Courtney Falcone to transfer shellfish grant license #01-01ext from James, Mary, Michael and Courtney Falcone to Ralph Bassett.

A.      Appointments
a)      Walter Baron – Marina Advisory Committee, from alternate to regular member [two year term, ends 6/30/15]
b)      Jake Puffer – Shellfish Advisory Committee, Alternate [three year term, ends 6/30/16]
c)      Laura Hewitt – Natural Resources Advisory Board [three year term, ends 6/30/16]
d)      Jay Horowitz – Building and Needs Assessment Committee [three year term, ends 6/30/16]
e)      Todd LeBart – Beach Parking Task Force [term ends 12/31/13]

B.      Use of Town Property
a)      Application received from Beth Brehmer from the Recycling Committee requesting the continued use of 325 Main Street (the Penny Patch) on Wednesdays from 8:00 a.m. to 1:00 p.m. from August 14 to September 25, 2013 (same day and hours as Farmer’s Market) to set up a booth to sell artwork, reusable bags, composters, etc. and promote the work of the Recycling Committee.  25% of proceeds donated to the Town. [Temporary approval granted at June 4, 2013 BOS meeting].
b)      Application received from Jonathan Schwartz and Johanna Homan to use Duck Harbor and parking lot (or Newcomb Hollow or Mayo Beach if Duck Harbor unavailable) on Saturday, September 21, 2013 from 2:00 to 3:30 p.m. for a wedding ceremony.  80-100 guests carpooling to the ceremony.  Chairs will be brought in for the ceremony and any litter will be removed post-ceremony. [Processing fee:  $20.  Use of Town Property fee:  $100].
c)      Application received from Katherine Weeks of Sugar Surf Cape Cod to use Whitecrest Beach to provide surfing lesions to groups of 1-10 people.  Each surfing lesson is 1.5 hours long.  Surfboards and wetsuits will be provided.  Beach Parking Stickers have already been purchased for students. [Processing fee:  $20.  Use of Town Property fee for surf lessons:  $350].
d)      Application received from Becky Rosenberg and Christine Bezio from the Wellfleet Recreation Department and Committee is requesting the use of the Bakers Field Tent and surrounding area on Sunday, August 25, 2013 from 2:00 p.m. to 10:00 p.m. to host ‘Wellfleet Boogie,’ a slightly expanded version of the Music at Mayo concert series sponsored by the Recreation Department.  ‘Boogie’ will include live bands, craft vendors and children’s activities.  Admission is free.  Donations accepted to support Wellfleet Recreation Department programs.  [No processing fee or Use of Town Property fee applies].

B.      Approval of Department of Housing and Community Development Regulatory Agreement for Gull Pond Road Homes [TA]
C.      Discussion of potential property lease to the Wellfleet Sea Salt Co.
D.      Jack’s Boat Rental review of environmental violations at Gull Pond [Mr. Ferriera]
E.      Approval of Barnstable County Health Services agreement [TA]
F.      Request to allow Principal Clerk to use Board of Selectmen name stamps on contracts to be issued by Social and Human Services Committee [Thomas]

X.      Executive Session
        The purpose for Convening Executive Session (MGL c. 30A, Sec. 21(a)):
2.      To discuss strategy with respect to collective bargaining for Wellfleet Police Officers, Permanent Firefighters and Teamsters or litigation if an open meeting may have a detrimental effect on the bargaining or litigation position of the public body and the chair so declares.
Also vote to disclose to the public 2012 and select 2013 executive session minutes.
