Webster Conservation Commission met on May 19, 2009 at the Town Hall at 7:30 .
Present: Chairperson, Mary Jo MacGowan. Members: Nancy Clark, Betsy Janeway, Robert Quinn, Susan Roman, and Nancy Van Loan.~ Guest: Susan Rauth.
Mrs MacGowan opened the meeting at 7:37.~
1. Mrs Janeway appointed secretary.
2. March meeting minutes were not available for review and acceptance.
3. Correspondence:~
~~~~~ ~~~ A letter on a shoreland impact project on Dustin Road (Webster Tax Map/Lot Page 7, Lot 54-2, 4.3 acres on Warner River). Owners Mark & Rose Stevens of 79 Tyler Rd.~ propose work that would impact 1680 square feet within the protected shoreland with a single-family dwelling. Project has been partially approved by the DES.
ACTION: Mrs. MacGowan will call DES and ask why it has been partially approved.
~~ ~~~ ~A Notice of Violation on Deer Meadow Road where sand was placed in the Brook below the high water line, which is illegal.
~~~ At Swetts Mills, on the Blackwater River lot just North of the salt shed, owner Kelly Q. Lineberry has allegedly cut down trees by the River, and filled wetlands.

4. May Bird Walk Report: Mr. Quinn said Webster is the most significant town in New Hampshire for old and new records of birds. Records cover more than a hundred years of historic and scientific data.~ The May walk and drive took participants to significant wildlife areas of Webster and saw and/or heard more than 62 bird species in one morning.
5.Spring Bird Walk: scheduled Sunday, June 14, 7:00 to 10:00 A.M., Bob Quinn leading.
6. Currier & Ives Scenic Byway: Susan Rauth described this project of the CNHRPC (Central NH Regional Planning Committee). It is a corridor management plan which would benefit people living along the route, which follows Route 127 (Battle St.) through Webster. A “big project,” it will involve representatives from all the affected towns (Salisbury, Henniker, Hopkinton, Webster). There will be three more public meetings between May and January. A Cultural and Resource Inventory will be completed for each town. Discretionary grant money is available (federal funds) and may be used to buy conservation easements on the route’s buffers.~ The next public meeting is in September and may be held in Webster (date to be determined). Deadline for funding is March, 2010.
7.~ Webster Agriculture Commission: Ms Roman reported that Sue Roberts and Robert Drown want to work with the WCC to preserve agriculturally-valuable land.
8. Monitoring of Webster’s Conservation Lands and Easements: Janeway and Clark will complete the monitoring work on June 8th.
9. New Business: What roles are appropriate for the municipalities in regulating groundwater withdrawal?~ Ms Roman urged us to look at web site at NHgroundwater.com. Input from the towns is wanted.
