The preliminary tax bill containing the first quarter payment notice for fiscal year 2014 were mailed on June 30th.
The Town of Wayland utilizes a quarterly tax payment cycle, with bills due and payable on August 1, November 1, February 1, and May 1. Under this system, property taxes for the first two payments are estimated, each based on one-quarter of the net taxes assessed in the prior year plus the anticipated tax rate increase as voted at the Annual Town Meeting this past spring. Once the tax rate is certified by the state Department of Revenue in mid-December, any adjustment to the estimated payments is applied in creating the third and fourth quarter payments.
The Town of Wayland’s tax rate will increase by approximately 8.30% per household, the amount estimated to be required to support the appropriations adopted by Annual Town Meeting. The size of the increase should not be unexpected, as the previous year's rate was reduced by a similar percentage for one year when Town Meeting chose to use "free cash" - the Town's undesignated reserve - to fund the budget.
