MINUTES OF MEETING OF SELECTMEN/SEWER COMMISSIONERS

I.      CALL MEETING TO ORDER

Selectman Sauvageau, Chairman Pro Tem called the meeting to order at 6:10 P.M.

A.      Roll Call

Selectmen Present:      Bruce Sauvageau, Chairman Pro Tem
                        Mary Jane Pillsbury, Clerk Pro Tem
                        Renee Fernandes-Abbott
                        Cindy Parola
                        Brenda Eckstrom

Present:                Michael Hartman, Town Administrator
                        Richard Bowen, Town Counsel

V.      BUSINESS

A.      Any other business.

1.      Warrant Budget Figures.

The Administrator noted to incorrect figures w/in Article 6 of the Annual Town Meeting Warrant.  He identified for the Board the incorrect figure for Planning & the Assessors.

B.      Town Meeting.

Selectman Sauvageau discussed how he would like to handle Board of Selectmen votes that were made after the Warrant went to print.  He stated he plans to announce this at Town Meeting.

Selectman Sauvageau stated he would like to introduce Selectman Eckstrom & thank Mr. Swett & Mr. Tropeano for their services at Town Meeting.

NOTE:   The Board agreed not to meet again before Town Meeting on 4/26/05.

C.      Community Development Advisory Council.

Selectman Parola stated the Board is in receipt of an application from Linda Champion to serve on this council.  She expressed concern re:  this application due to the fact that Ms. Champion is filing an appeal on the Board’s decision re:  an application of Tae Tae’s.  She feels a letter should be sent to Ms. Champion recognizing receipt of the application.

The Board concurred to hold off on discussing this application at this time & draft a letter to Ms. Champion.

D.      Use of Town Seal by Historical Commission.

Selectman Parola stated that the Historical Commission would like to use the Town Seal to sell t-shirts.  The Board members reviewed the proposed seal that will be placed on the t-shirts.

MOTION: Selectman Fernandes-Abbott moved the Board grant permission to the Wareham Historical Commission to utilize the Town Seal for use on t-shirts.  Selectman Parola seconded.

VOTE:  Unanimous (5-0-0)

E.      Cape Cranberry Grove Association.

Selectman Parola stated that Barbara Bailey has submitted a newsletter to the Board re:  the Cape Cranberry Grove Association in which the Board of Directors has developed an agricultural commission.  She briefly discussed what the association does & what they advocate.  She stated she has the newsletter if any of the Board members wish to review it.

F.      John Street Fire.

Selectman Parola stated she obtained a copy of the Fire Dept.’s report thus far relative to the John St. fire that occurred this winter.  She feels the Fire Dept. may have an issue w/ NSTAR.  She stated there are two on-going investigations on this fire & she briefly discussed what is included in the report.

Selectman Pillsbury feels the John St. fire & the property owner’s (Frank Harrington) issues w/ NSTAR are civil in matter & have nothing to do w/ the Board.

Selectman Parola feels the Board should tell Mr. Harrington that it is a civil matter.  Discussion ensued re:  how to handle this matter.

Selectman Sauvageau suggested a letter be drafted to Mr. Harrington informing him that there is an on-going investigation, this is a civil matter, & possibly supply him w/ some contacts.

Selectman Parola added that there was a recent house fire that point towards NSTAR as well & there were complaints of residents against NSTAR.  The Administrator stated if there were resident complaints than relative dept. heads could be contacted to initiate discussion w/ NSTAR representatives.  He stated he would look into this matter.

VI.     SELECTMEN’S REPORTS

VII.    ADJOURNMENT

MOTION: Selectman Pillsbury moved to adjourn the meeting to Town Meeting at 6:33 P.M.  Selectman Fernandes-Abbott seconded.

VOTE:  Unanimous (5-0-0)
