BOARD OF SELECTMEN/SEWER COMMISSIONERS MEETIN MINUTES
SPECIAL MEETING – JANUARY 25, 2005



Date of Meeting:  January 25, 2005

The meeting was called to order at 4:10 P.M. by Selectman Sauvageau in the absence of Chairman Tropeano.  Selectman Pillsbury made a motion to appoint Selectman Sauvageau as chairman pro tem.  Selectman Parola acting as clerk.

Selectmen Present:      Bruce D. Sauvageau
                                Cindy Chamberlain, Clerk Pro Tem
                                Mary Jane Pillsbury
                                R. Renèe Fernandes-Abbott

Selectman Absent:       Patrick G. Tropeano

Present:                        Michael Hartman, Town Administrator

Others Present:         Gerry Furrier, Mike Guidice, CDM, Jim Brodeur  all of
                                Camp Dresser & McKee

Mr. Furrier discussed pros and cons of grinder pumps and their use of certain Briarwood Beach streets.  He outlined costs doing it conventionally as well as using grinder pumps on the 25 homes it is estimated we will need to use them on.

Mr. Furrier discussed the differences between establishing the grinder pumps and lines as easements, and therefore takings as opposed to the homeowner owning and maintaining the system.

Discussion ensued as to how to do this equitably and keep costs low for all homeowners.

Based on CDMs recommendation to control costs and keep the project equitable for all.  Mr. Furrier asked for the following motion (which was made by Selectman Parola) seconded by Selectman Fernandes-Abbott:

MOTION:  To use pressure sewers for Madison Street, Fillmore Street, Monroe Circle, Monroe Parkway and those portions of Washington Drive that will require them and for the said installation of those to be done through the contract.

Favorable Action 4-0-0

Discussion ensued as to CDM Change Order #12 with relation to WCPF.

MOTION: Selectman Pillsbury made motion to approve Change Order #12 and Selectman Fernandes-Abbott seconded.

Favorable Action 4-0-0

Discussion ensued regarding the delay of Methuen Construction at WCPF.

MOTION: Selectman Parola and seconded by Selectman Pillsbury to adjourn the meeting at 5:22 p.m.
