MINUTES OF MEETING OF SELECTMEN/SEWER COMMISSIONERS

I.              CALL MEETING TO ORDER BY CHAIRMAN

        Chairman Chamberlain called the meeting to order at 6:15 P.M.

        A.  Roll Call

        Selectmen Present:      Cindy Chamberlain, Chairman
                                Patrick G. Tropeano, Clerk
                                Mary Jane Pillsbury
                                Renee Fernandes-Abbott
                                Bruce Sauvageau

        Present:                Michael Hartman, Town Administrator

II.             CITIZENS PARTICIPATION
                (NONE)

III.            CONSENT AGENDA

C1.  Authorization to sign bills, documents, etc.

MOTION: Selectman Tropeano moved the BOS approve invoice #12 from Delray
                Contracting, Inc. in the amount of $10,337.90 re:  wastewater pump
                station improvements.  Selectman Fernandes-Abbott seconded.

VOTE:  Unanimous (5-0-0)

C2.  Approve minutes of previous meetings:  6/17/03, 2/24/04, & 3/16/04.

MOTION: Selectman Tropeano moved the BOS approve the Regular Session meeting minutes of 6/17/03, 2/24/04, & 3/16/04 (as corrected).  Selectman
                Fernandes-Abbott seconded.

VOTE:  Unanimous (5-0-0)

C3.  Appointment to the Council on Aging.

MOTION: Selectman Tropeano moved the BOS appoint Yvonne Stone as a member
     to the Council on Aging to a term to expire 6/30/08.  Selectman
                Fernandes-Abbott seconded.

VOTE:  Unanimous (5-0-0)





IV.             TOWN ADMINISTRATOR’S REPORT

1.  Sewer Connection Permit - Cape Cod Gas Company.  A request has been received from the Cape Cod Gas Company to connect a proposed maintenance building on Tow Road.  The Planning Board has already approved the project.

If this connection is approved, there are several conditions that should be attached to that approval.

MOTION: Selectman Tropeano moved the Board approve the connection for Cape
                Cod Gas Company for their maintenance building on Town Road,
                Wareham, MA, to the Town’s sewer system, subject to the following
                conditions:

                All fees shall be paid in total & “upfront” at the time the sewer connection
                permit is applied for.
                A licensed drain-layer in the Town of Wareham will make the service
                connection to the collection system.
                A set of engineered as-built drawings shall be submitted to the Sewer                               Department w/ the lateral/stub location, grades, slopes, etc.
                All piping shall be bedded in stone.
                All lines shall be low-pressure tested, and the results submitted to the                        Sewer Department.

                Selectman Fernandes-Abbott seconded for discussion.

NOTE:   Chairman Chamberlain stated as she understood, the Planning Board had
                issues w/ Town Road due to project items still outstanding.  Admin. stated
                the Planning Board does have issues, but they approved the site plan
                anyway.  Discussion ensued re:  need for the Tow Road project to be
                completed.  Admin. Stated he will remove this item from his report &
                speak w/ Mr. Gricus & contact Cape Cod Gas re:  their request.

                Selectmen Tropeano & Fernandes-Abbott withdrew their motions.

2.  Onset Carousel.  Stated that Mr. Rosenfield has backed out on his agreement for the carousel in Onset as of today.  Admin. discussed options the BOS can take.  The BOS concurred to request Mr. Rosenfield write a letter to be published in the newspapers re:  this matter.  Admin. Stated Mr. Rosenfield has stated he will pay for the re-seeding of the area.  The BOS concurred to fill in the area & re-seed.

Discussion ensued re:  Mr. Rosenfield’s loss of insurance.

V.              LICENSES & PERMITS
                (NONE)

VI.             ANNOUNCEMENTS

1.  The BOS will be attending a tour of SEMASS on 5/8/04.
2.  Open House - CMW Regional Disposal District Rep. Tour.
3.  Open to public tour for residents on 5/22/04.

VII.            BUSINESS

A.  Any other business.

1.  Kopelman & Paige attachment.  

Admin.discussed receipt of attachment from Kopelman & Paige & shared it w/ the BOS members.  Brief discussion ensued.

2.  Town Meeting.

Discussion ensued re:  the seating arrangements for the BOS & FinCom at this Town Meeting.

VIII.           SELECTMEN’S REPORTS
                (NONE)

IX.             ADJOURNMENT

MOTION: Selectman Tropeano moved to adjourn the meeting to Town Meeting
                at 6:50 P.M.  Selectman Fernandes-Abbott seconded.

VOTE:  Unanimous (5-0-0)
