Minutes of April 14, 2003 Meeting
Chris Cronan called the meeting to order @ 7:00 p.m.
Present: Board Members: Chris Cronan (Chairman), John Manter, Terry Studley, Suzanne Malis-Anderson
Town Officials: Allan Thomas (CEO), John Ellis (Asst. CEO), Beckie-Jo Woods (Deputy Clerk).
Consideration of Minutes:
-Terry Studley moved to accept the March 3, 2003 minutes as prepared.
-Suzanne Malis-Anderson seconded the motion. – All members were in favor.
Item 1: Site Plan Completion review for Paul's Fresh Seafood:
-Due to an emergency, the representatives for Paul’s Fresh Seafood were unable to attend the meeting.
Item 2: Consideration of Open Space/TDR Issues:
-John Manter moved to make a formal thank you to Beckie-Jo Woods for the TDR information booklet.
-Terry mentioned that some properties in town have different zone lines running through the property. He would like to look at the properties and see where the zones can be changed.
-Allan Thomas stated that most of the properties have been rezoned.
-Suzanne Malis-Anderson had concerns with section 15.01.10.03.04.01: Contract Zoning. She felt that 500 ft. adjacent properties should be changed to 1,000 ft. Allan Thomas will check to see if there is any legal requirement in terms of footage.
-Allan Thomas mentioned that there could be a potential problem with the residential farming zone.
-Terry Studley presented the Board with a map of the trails and the property owners in the Town.
-Allan Thomas will work on an overlay showing parcels of land than can not be developed, for the next meeting.
-John Manter read through a list of changes he would like to see done to the Land Use Ordinance. See Attached. He mentioned that section 15.02.02.01.02: Urban Residential should have an addition stating that “new structures in the village shall adhere to this area’s scale.” The Board felt this was not necessary.
-There was general discussion about the comprehensive plan and Transfer of Development Rights.
-Chris Cronan moved to adjourn @ 8:30p.m.
