Minutes of July 31, 2001 Meeting
John Manter called the meeting to order @ 7:00 p.m.
Present: Board Members: John Manter, Terry Studley, Harold Pinkham
Town Officials: William Reed (Manager), Allan Thomas (CEO), and Robb Freeman (Comp Plan), Gerry Martin (fire chief), Helen Cheney (councilor), Beckie-Jo Woods (Assistant Clerk)
Applicant Representatives: Stephen Mooers (Penquis CAP), Joe Ponzetti (Penquis CAP), Dave Merritt (engineer), Jim Parker (CES)
Members of the Public: Dennis Honey, Donna Honey, Etta Honey, E. Velma Sowing, Sandra Patterson, Suzanne K. Hart
Consideration of Minutes:
-Terry Studley moved to accept the 07/09/01 minutes as prepared. Harold Pinkham seconded the motion.
Item 1: Finalize Completion Review for Penquis CAP
-Stephen Mooers introduced himself and his colleagues and gave a brief description of how the Senior Housing project got started.
-Allan Thomas stated that there would be a meeting on August 1, 2001 between the Town officials, Penquis CAP, and the attorneys to discuss legal documents and ownership of the housing project.
-Jim Parker explained that a few changes have been made to the plan. Changes included: a hydrant has been put in a different location, the soils map has been increased in size, easements, plants and trees are now shown on the map.
-Terry Studley moved to grant site plan approval with the following sections conditional: Harold Pinkham seconded the motion. 15.05.08.03 15.05.08.30 15.05.08.39 15.05.08.46 15.05.08.47 15.05.08.48 15.05.08.51
Item 2: Public Hearing on Penquis CAP
-Stephen Mooers stated that there would be 4 two-bedroom units, and 16 one-bedroom units. He also explained that there would be income guidelines. The estimated rent is $350.00 to $495.00 per month with utilities included. He mentioned that there are approximately 16 people on the waiting list.
-Dennis Honey inquired as to whether the line of maple trees he planted between his house and the school will remain in place.
-Jim Parker stated that there are some trees that will be cut down, but those will remain in place.
-John Manter closed the public hearing @ 7:35 p.m.
Item 3: Consideration of Penquis CAP
-Terry Studley moved to grant approval of the Senior Housing Project site plan with the conditions stated in the prior motion. Harold Pinkham seconded the motion.
-John Manter recessed the public hearing @ 7:40 p.m. to 8:00 p.m.
-John Manter closed the public hearing @ 8:05 p.m.
Item 4: Public Hearing on the New Comprehensive Plan:
-Robb Freeman gave a brief statement as to where the comprehensive plan stands. He explained that there are copies of a summary of the plan at the Town Office and at the two local stores for the public to view.
-Councilor Helen Cheney asked if the public boat landing and/or family oriented picnic area that is mentioned on page 95 of the plan, is something the Town is considering for the immediate future. She also stated that she would like to see the open space used for wildlife, trails, recreational use and development control. She also has concerns with the school getting overloaded.
-John Manter stated that the boat landing/picnic area is a goal the Town would like to achieve in the future. He also explained that Impact Fees have been discussed. Those fees will help pay for additional services the school may need in the future.
-Allan Thomas mentioned that the comprehensive plan would be mailed to the State Planning Office for review later in the week.
-John Manter continued the public hearing until 09/04/01 @ 8:15 p.m.
-Terry Studley moved to adjourn the meeting @ 8:16 p.m. Harold Pinkham seconded the motion.
