Council Minutes November 7, 2011
PRESENT:        Chairman Friedman, Councilor Perkins, Councilor Olson, Acting Town Manager L. Varisco, Acting Town Clerk K. Morin, Office Administrator J. Reed, Fire Chief G. Martin, Recreation Director R. Young, Police Chief M. Leonard, Public Works Director B. Stoyell, Councilor Parker & Councilor King were absent and excused.
        
ITEM 1. The November 7, 2011 Veazie Town Council meeting was called to order at 7:00PM.  

ITEM 2. Consideration of the Minutes
Motion By:  Councilor Olson—to accept the October 24, 2011 meeting minutes as written. Seconded:  Chairman Friedman, Voted 2-0 in favor.  Councilor Perkins abstained.

ITEM 3. Consideration of Agenda
There were no additions to the agenda.

ITEM 4a.        Application for Special Permit for Catering Privileges Off Premises
Motion By:  Councilor Perkins—to accept the application for the special permit for catering privileges off premises for Bangor Groundround-Odlin Road Inc. Seconded:  Councilor Olson, Voted 3-0 in favor.

ITEM 5a.        Town Manager Search Update
Acting Town Manager Varisco provided the Council with materials for their Town Manager search.  

ITEM 6. Additions by Council            
There were no additions by the Council.

ITEM 7. Manager’s Report
The Council reviewed the following items:

a.      A copy of a letter sent to Superintendent Doug Smith
b.      Three communications to the Town expressing positive comments pertaining to the Police Department.
c.      Ridership and cost information regarding the BAT program.
d.      A financial report from Treasurer Reed.
e.      A memo from Tax Collector Reed on the status of Town taxes.

Chairman Friedman reminded everyone that Superintendent Doug Smith will be at the November 21st Council meeting.  He also stated that they are on the agenda with Bangor City Council to have a joint meeting at their November 22nd meeting.   

ITEM 8. Comments from the Public
There were no comments from the public.

ITEM 9. Requests for Information and Town Council Comments
Councilor Olson reminded everyone that the new fireworks law goes into effect on January 1st, so the Council may want to take that issue up soon.  Acting Town Manager Varisco stated that he was spoken with Fire Chief Martin and he is getting together a draft ordinance.  It will be brought to a December meeting.
                
Councilor Perkins outlined that a number of people are running the traffic light on State Street.  It might be time to think about some signage or any other ideas before something serious happens.  

ITEM 10.        Warrants: Town Warrant 10 and Town Payroll 10 were circulated for signature.  

ITEM 11.        Executive Session – Pursuant to 1 M.R.S.A 6A to Discuss Employment Applications for Town Manager

Motion By:  Councilor Perkins—to move into executive session pursuant to 1 M.R.S.A 6A to Discuss Employment Applications for Town Manager.  Seconded:  Councilor Olson, Voted 3-0 in favor.

Motion By:  Councilor Perkins—to close the executive session.  Seconded:  Councilor Olson, Voted 3-0 in favor.
                                
ITEM 12.        Adjournment: Motion: Councilor Olson—to adjourn the November 7, 2011 Town Council Meeting.  Seconded: Councilor Perkins.  There was no further discussion. Voted 3-0. Meeting adjourned 7:26 pm.
