ITEM 1. The June 8, 2009 Veazie Town Council meeting was called to order at 7:00PM.
ITEM 2. Election of Chair
Motion By: Councilor King—to nominate Councilor Perkins as Councilor Chair. Seconded: Councilor Friedman, Voted 4-0-1. Councilor Perkins abstained.
Councilor Friedman stated that he would like to meet just once a month. He noted in the past that town business had been conducted just fine when the Council was only able to meet just once in a month. It was decided to bring a calendar into the next meeting so that they could choose a Monday that didn’t coincide with a lot of holidays.
Motion By: Councilor King—to meet once a month on a Monday to be determined at the next meeting after reviewing a calendar. Seconded: Councilor Friedman, Voted 5-0 in favor. Councilor Parker also suggested an Employee Calendar as well.
ITEM 3. Consideration of the Minutes
Motion By: Councilor King —to accept the June 8, 2009 meeting minutes as written. Seconded: Councilor Hathaway, Voted 5-0 in favor.
ITEM 4. Consideration of the Agenda
There were no additions to the agenda.
ITEM 5a. Annual Appointments
Motion By: Councilor Hathaway—to reappoint Allan Thomas as the Tax Assessor, Code Enforcement Officer, Plumbing Inspector, Building Inspector, Electrical Inspector, E-911 Addressing Officer, Storm Water Administrator, to grant pole permit authority and Rule 80-K authorization until June 30, 2010. Seconded: Councilor King, Voted 5-0 in favor.
Motion By: Councilor Hathaway—to appoint Brian Stoyell as alternate Code Enforcement Officer and John Manter as Code Enforcement Officer for Shoreland Zoning only until June 30, 2010. Seconded: Councilor King, Voted 5-0 in favor.
There was discussion on the current openings on the Conservation Commission, Planning Board, Board of Appeals and Budget Committee. It was decided to advertise the openings in the upcoming newsletter.
Motion By: Councilor King—to table the recommended appointments for Conservation Commission, Budget Committee, Board of Appeals and Planning Board. Seconded: Councilor Friedman, Voted 5-0 in favor.
ITEM 5b. Bangor Gas Update
Assessor Allan Thomas stated that an agreement has been made with Bangor Gas. The Town will have to abate $9,777.50 for the 2008 tax year. It will hurt the Town but it could have hurt it a lot worse. There will be an abatement for the 2009 tax year, however a mill rate has not been set yet to calculate the amount.
There was discussion about Bangor Gas expanding its service in Veazie. Manager Reed stated that they are looking to expand through the village next spring.
ITEM 5c. Adoption of Amendments & Ordinance
Allan Thomas explained that he will have to bring the Land Use Ordinance amendment back before the Council this fall to be accepted again due to some errors. However, the State is requiring that it be accepted by July 1, 2009.
There was discussion over Section 15.03.02.02 of the Land Use Ordinance that would allow a minimum lot size of 15,000 square feet for affordable housing. The Planning Board did not recommend the approval of the amendment, due to specific concerns that local citizens would like to preserve the community center and that there is no limit on the number of units of affordable housing that might be allowed by the change. There was also concern on a traffic hazard for local children.
Motion By: Councilor Friedman—to adopt the Planning Board’s recommendation as submitted by memo to the Town Council dated June 2, 2009 which does not recommend approval of the requested amendment changing the language in section 15.03.02.02 of the Land Use Ordinance to allow a minimum lot size of 15,000 square feet for affordable senior housing; and recommends the approval of the proposed changes in shoreland zoning regulations within the Veazie Land Use Ordinance, as well as the proposed change in Performance Standards in Section 15.03.01.03 requiring a 20 foot front setback for frontages on State Street, Chase Road, Stillwater Avenue, and School Street from State Street to Eagleview Drive. Seconded: Councilor Hathaway, Voted 5-0 in favor.
Motion By: Councilor Friedman—to adopt the Post-Construction Stormwater Management Ordinance. Seconded: Councilor King, Voted 5-0 in favor.
ITEM 6a. Manager’s Review
Motion By: Councilor Friedman—to go into Executive Session to discuss the Manager’s Review. Seconded: Councilor Hathaway, Voted 5-0 in favor.
Motion By: Councilor Friedman –to exit executive session. Seconded: Councilor King, Voted 5-0 in favor.
Motion By: Councilor Friedman—to discuss with the Manager new objectives and salary to stay the same without an extension. Seconded: Councilor King, Voted 4-1 in favor.
ITEM 7. Comments from the Public
There were no comments from the public.
ITEM 8. Manager’s Report
a. The Council reviewed a copy of an article on a Veazie drug bust.
b. The Council reviewed a copy of an article regarding youths making bombs in Veazie.
c. The Council reviewed a copy of a letter sent to the Police Department from the Morris family.
ITEM 9. Requests for Information and Town Council Comments
There was discussion on getting information out to residents. Councilor Parker recommended putting marquis signs at the three major entrances to Veazie. Councilor King stated putting the notices in the State section rather than the legal paid ad section would be a good idea too.
Chairman Perkins inquired on what has happened to the Intrepid. Manager Reed stated he would speak to the Chief and find out.
Councilor Parker requested an asset list for the Public Works Department to see if there was anything else the Town could sell to put money in their Capital Fund.
ITEM 10. Warrants: Town Warrant 26, Town Payroll Warrant 26, School Warrant 26, School Lunch Warrant 26 and School Payroll Warrant 26 were circulated and signed.
ITEM 11. Adjournment: Motion: Councilor King—to adjourn the June 22, 2009 Town Council Meeting. Seconded: Councilor Hathaway —there was no further discussion. Voted 5-0. Meeting adjourned 9:08 pm.
