PRESENT: Chairman Friedman, Councilor King, Councilor Parker, Councilor Perkins, Manager W. Reed, Deputy Clerk K. Humphrey, Police Chief M. Leonard, Councilor Hathaway was absent and excused.
ITEM 1. The July 21, 2008 Veazie Town Council meeting was called to order at 7:00PM.
ITEM 2. Consideration of the Minutes
It was pointed out that the numbers for the vote on the minutes were wrong. They should read 4-0-1. Motion By: Councilor King—to accept the June 23, 2008 meeting minutes as revised. Seconded: Councilor Parker, Voted 4-0 in favor.
ITEM 3. Consideration of the Agenda
There were no additions made to the agenda.
ITEM 4a. Town of Veazie Emergency Management Ordinance Discussion
Manager Reed outlined that if the Town wished to receive federal grants in the future it will need to have his ordinance in place. There will be a public hearing on Monday, August 4th.
ITEM 4b. MMA Annual Election Discussion
The Council received copies of profiles of all the individuals running for office. Staff recommended the Council approve the officers offered by the nomination committee. There were no contested races. It was the consensus of the Council to vote for the recommended officers.
ITEM 4c. Bidder Prospectus 2008
Manager Reed outlined that the copy of the bidder prospectus included in their packet was the final version that is being given out. He added that there have been quite a few people coming in to request the document and look at the tax cards.
Councilor Perkins inquired whether any realtors had been interested in it. Manager Reed said yes.
Manager Reed stated that he spoke with Maine Business magazine however, he has not heard back from them yet.
ITEM 5a. Illicit Discharge Ordinance Recommendation – Chapter 25
Manager Reed stated that the Planning Board passed the Illicit Discharge Ordinance and now it just needed the Council’s adoption.
Motion By: Councilor Perkins—to adopt the Illicit Discharge Ordinance as Chapter 25 of the Veazie Town Codes as recommended by the Veazie Planning Board. Seconded: Councilor King, Voted 4-0 in favor.
ITEM 6. Comments From The Public
Police Chief Leonard stated he was please to announce a new part-time hire for the department, Martin McCrea. He is a former Bangor police officer and he will replace John Dall who retired.
ITEM 7. Manager’s Report
There was discussion on the Fire Department doing a controlled burn on the Jackson Boat building. Manager Reed stated that in the past there had been conflict and policy where the Town did not do controlled burns and he was looking to see how the Council felt on the issue.
Councilor Parker stated that he thought it was good practice for the department. Councilor Perkins was concerned with the density of the neighborhood. He outlined that if he had a controlled burn in his neighborhood he wouldn’t be too happy if the smoke blew into his house or if he had asthma. Councilor King thought it was a good opportunity for the Fire Department, he also noted that he believed that they would be doing it in 3 separate burns so there shouldn’t be too much smoke.
Chairman Friedman was concerned with hazardous materials. Manager Reed stated that if there are any they will have to be removed before DEP will sign off on letting the Town burn it. Chairman Friedman stated that he was against the idea, it was too much smoke and he felt people should tear their buildings down rather than having them burned down.
a. The Town Council reviewed a copy of a memo from the Police Chief pertaining to a registered sex offender that has moved to Town.
b. The Town Council reviewed a copy of the Free Fare Friday’s notice that the BAT is participating in.
c. The Town Council reviewed a copy of the GOV – Regionalization Committee meeting minutes.
d. The Town Council reviewed a copy of the Fire Department’s monthly report.
e. The Town Council reviewed a copy of the quotation for servicing the Town’s cul-de-sacs. It was decided that the Public Works Department would service the cul-de-sacs this year.
f. Manager Reed stated that the Public Works Department had received a surplus vehicle from the government this week.
ITEM 8. Requests for Information and Town Council Comments
There were no requests for information for Town Council comments.
ITEM 9. Warrants: Town Warrant 2 & 2A, Town Payroll Warrant 2, School Warrant 2, School Lunch Warrant 2 and School Payroll Warrant 2 were circulated and signed.
ITEM 10. Adjournment: Motion: Councilor King—to adjourn the July 21, 2008 Town Council Meeting. Seconded: Councilor Perkins—there was no further discussion. Voted 4-0. Meeting adjourned 7:36 pm.
