PRESENT: Chairman Friedman, Councilor Hathaway, Councilor Parker, Councilor King Councilor Perkins, Manager W. Reed, Office Administrator J. Reed, Deputy Clerk K. Humphrey, Police Chief M. Leonard, Town Engineer Jim Parker.
ITEM 1. The October 29, 2007 Veazie Town Council meeting was called to order at 7:01PM.
ITEM 2. Consideration of the Minutes
Motion By: Councilor King—to accept the October 15, 2007 meeting minutes as written. Seconded: Voted 4-0-1 in favor. Councilor Hathaway abstained due to his absence.
ITEM 3. Consideration of the Agenda
The Council added item 4b to discuss the next meeting date. The Council also added item 5b to discuss the Halber issue.
ITEM 4a. RSU - Discussion
Manager Reed stated that Assessor Allan Thomas and he are at a crossroad of which way to go on the ball field issue. The Department of Education has outlined that it will be up to the RSU to discuss the issue with the individual communities. Manager Reed outlined that it use to be guideline that you couldn’t break up assets, however, there isn’t a ruling saying that you can’t.
Councilor Perkins inquired on how much it would cost the Town to maintain it if the Town chose to keep the fields. Manager Reed stated he was unsure because a cost analysis had never been done to break out the cost of just the fields.
Councilor Perkins also inquired whether there would be an issue with liability issues if someone got hurt and the Town was leasing the land to the school. Manager Reed stated that there would not be an issue.
Councilor Hathaway stated that the fields have always been for the enjoyment of the Town he would like to see the Town keep as much of it under its control. Chairman Friedman agreed with Councilor Hathaway, the Town has always had it and maintained it.
It was the consensus of the Town Council to keep the fields and have a survey define the property.
ITEM 4b. Next Council Meeting
Manager Reed outlined that the next meeting fell on a holiday. It was the consensus of the Council to cancel the meeting.
ITEM 5a. Update on Ambulance Agreement
Manager Reed stated that he and Chief Martin met with the Orono Fire Chief and Town Manager again. He outlined that she had a lot of questions, however he believed they answered everything. Staff received a copy of the contract today. Manager Reed outlined that he will be double checking to make sure nothing else has changed from the agreed upon items. He stated that it looks from first review like what the Towns agreed upon up in Orono were changed. If it meets the review he will sign off on it.
ITEM 5b. Halber Matter on Brookside Terrace
James Parker brought a map of the proposed turn around on Brookside Terrace. There was discussion on where to put it. He stated that if the new property owners didn’t want it on their land they would have to cut some spruce trees in order to fit it. James Parker also outlined that this would be the only location for a pump station if the Sewer District ever decided to put sewer in. He stated that it would probably cost around $16,000 to do the work. Chairman Friedman inquired whether Public Works would do the work to decrease the cost. Manager Reed stated that his project would probably be something the department could do.
ITEM 6. Comments from the Public
There were no comments from the public.
ITEM 7. Manager’s Report
a. The Town Council reviewed a copy of the financials that will be heading out to the Budget Committee.
b. The Town Council reviewed a copy of the quarterly financials from R.M. Davis.
c. The Town Council reviewed a copy of a memo from Police Chief Mark Leonard regarding a registered sex offender.
Manager Reed stated that he met with the Penobscot River Restoration Trust last week. He outlined that they need $25 million to purchase the damns. Once they reach their goal they will come in and meet with us again.
ITEM 8. Requests for Information and Town Council Comments
Councilor Perkins outlined that he had spoken with a citizen who was concerned with the number of cats running wild. Police Chief Mark Leonard outlined that there is no leash law for cats, so there isn’t much than can be done.
ITEM 9. Warrants: Town Warrant 9 & 9A, Town Payroll Warrant 9, School Warrant and School Payroll Warrant 9 were circulated and signed.
ITEM 10. Adjournment: Motion: Councilor King—to adjourn the October 29, 2007 Town Council Meeting. Seconded: Councilor Hathaway—there was no further discussion. Voted 5-0. Meeting adjourned 7:45pm.
