Council Minutes June 13, 2006
Pre-Town Meeting Minutes

PRESENT:        Chairman Friedman, Councilor Cheney, Councilor Perkins, Councilor Champaco. Councilor Hathaway arrived at 7:25.  Also present were Town Manager Reed, Police Chief M. Leonard, Fire Chief G. Martin, Public Works Director B. Free, Assessor / CEO A. Thomas, Office Adm. J. Reed, School Principal S. Nichols, Suzanne Hart, Bill Masters and Ryan Collins.
                
ITEM 1. The June 13, 2006 Veazie Town Council was called to order at 7:13PM.

ITEM 2. Consideration of minutes: Motion by Councilor Cheney—to accept the May 15, 2006 meeting minutes as written. Seconded: Councilor Perkins, There was no discussion, Voted 4-0 in favor.

ITEM 3. Consideration of the Agenda: No additions were made. The Chair discussed the presentations that would be occurring at the Town Meeting prior to the starting of the Town Meeting warrant articles.

ITEM 4a.        Summer Musical Festival Presentation
Bill Masters gave a presentation over the proposed Veazie Mid Summer Music Festival. It was discussed that the non-profit group’s purpose was to raise funds for the placePlaceNameVeazie PlaceNameCommunity PlaceTypeSchool’s band instrument fund. He outlined that the group would be providing all services such as concessions, port-a-potties, trash pickup, etc. It was discussed that the group should also provide the Town with a certificate of insurance as well.

Motion By: Councilor Cheney—to authorize Bill Master’s non-profit community group to be able to use the Town’s fields for the Veazie Mid Summers Music Festival with the understanding that the group will provide proper insurances for the Town, meet all of the public safety concerns of the Town’s public safety units and that the Town of Veazie is not the underwriter of the non-profit fund raising event for the school’s band instrument fund. Seconded: Councilor Champaco. Discussion entailed pertaining to insurances to be provided. Voted 5-0, Motion passed.

ITEM 4b.        Municipal Credit Reserve Funding
The Town’s staff recommended that the following motion be made so that the Municipal Credit Reserve Fund will have funds to use as proposed in the Town Meeting Warrant.

Motion By:  Councilor Cheney—to transfer $60,000.00 from the Undesignated Fund Balance to the Municipal Credit Reserve Account Seconded: Councilor Hathaway. There was no discussion. Voted 5-0, Motion passed.

ITEM 5a.        Senior Housing Update
Allan Thomas outlined that he had meetings with the Senior Housing Development group and they plan on attending the next Town Council meeting on June 26th.

ITEM 6. Comments From The Public
There were no comments from the public.

ITEM 7. Manager’s Report:

The following items were included in the Manager’s Report:
                
a.      A copy of the School Committee’s agenda and minutes.
b.      A copy of the Fire Department’s monthly report.
c.      A copy of correspondence from a client pertaining to the After-School Program and the follow-up letters. It was noted that all of these memos and letters were sent out to the Town Council members back in late May when the situation was occurring and that this packet item submittal was just for documentation of receipt and follow-up by the Town’s staff.
d.      A copy of a letter from a citizen pertaining to the Davis Family Subdivisions Public Hearing. The Town Council also reviewed the follow-up reply sent out by Allan Thomas, CEO.
e.      The Town Council reviewed a copy of the Veazie Land Use Ordinance’s Subdivision Review Procedure that was provided by the Town’s Attorney.  
f.      The Town council reviewed an Action Committee of 50 meeting agenda.

ITEM 8. Request for information and comments by Council:
Councilor Cheney was recognized for her service to the Town of place City Veazie and was thanked.

ITEM 9. Warrants: Town Warrant 25 and 25A, Town Payroll Warrant 25, School Warrant 25, School Payroll Warrant 25, and School Lunch Warrant 25, were circulated and signed.

ITEM 10.        Adjournment: Motion By: Councilor Hathaway—to adjourn the June 13, 2006 Council Meeting. Seconded: Councilor Cheney, there was no further discussion.  Voted 5-0. Meeting adjourned.

Post-Town Meeting Minutes

PRESENT:        Chairman Friedman, Councilor Hathaway, Councilor Perkins and Councilor Champaco. Councilor Cheney excused herself from duties due to the impending election results and that the nature of the business discussed would pertain to the coming year’s business calendar. Unofficial Councilor Elect David King did not participate due the fact that the official election results had not been stated in open Town meeting session. Also present were Manager Reed, Budget Committee Chair Suzanne Hart, Police Chief Leonard, Office Administrator Julie Reed and members of the public.
                
ITEM 1. The Post 2006 Town Meeting Town Council meeting was called to order at 8:51 PM.

ITEM 2. Consideration of the Town Council meeting schedule: Motion By: Councilor Perkins—to continue to meet upon the same meeting schedule as FY 2005 – 2006, with the first scheduled meeting to be held on Monday, June 26, 2006. Seconded: Councilor Hathaway, there was no discussion, Voted 4-0 in favor.

ITEM 3. Consideration of the Chairperson: No action was taken due to the fact that the election results were not made official at the Town meeting and it was determined that this matter should be discussed at the first full Town Council meeting with all members present..

ITEM 4. Adjournment: Motion By: Councilor Hathaway—to adjourn the June 13th Council meeting. Seconded Councilor Perkins, there was no further discussion.  Voted 4-0. Meeting adjourned.
