REGULAR SELECTMEN’S MEETING

MONDAY, APRIL 2, 2007
6:00 PM

1.      CALL TO ORDER
Vice Chairman Charlie Dillon called the April 2, 2007 Regular Selectmen’s Meeting to order at 6:05 pm.

2.      ROLL CALL
Present were Vice Chairman Charlie Dillon, Selectmen Heath Higgins, Kathi Thurston, Chris Eaton, Town Manager Millard Billings, and Recording Secretary Debbi Nickerson.
Members of the public present were Michael Hands – Sign Services Inc., Lorraine Durden – Sign Services Inc., Mark Good – Islander, Phil Worden – Comprehensive Plan Committee, Carey Donovan – Bass Harbor Memorial Library, Carol Williams – Bar Harbor Times.

3.      ADJUSTMENTS/ADOPTION OF AGENDA
        None

4.      APPROVAL OF MINUTES
        A.      March 19, 2007
Selectman Kathi Thurston asked to have the time and missed words be corrected on the first executive session.
Motion by Selectman Heath Higgins, with second by Selectman Chris Eaton, to accept the minutes of March 19, 2007 as corrected.  Motion passed 4 – 0.

5.      APPROVAL OF WARRANTS
        Warrant 113     5,885.38
        Warrant 114     5,249.92
        Warrant 115     4,488.80
        Warrant 116     5,261.25
        Warrant 117     106,241.83
Motion made by Selectman Heath Higgins, with second by Selectman Kathi Thurston, to accept Warrants 113 – 117.  Motion passed 4 – 0.

6.      NEW BUSINESS
        A.      UPDATE NEW TOWN OFFICE
                1.      Generator
A 25 KW 3 phase generator will cost $11,850.00.  To wire the whole building to the generator would cost an additional $7,595.00, but to separate the elevator would cost extra.  To wire 2 panels, 1 upstairs and 1 downstairs, to items we feel we would need in a power outage/emergency would cost $3,495.00.  Brad Reed of H G Reed explained the need for a larger generator..  As well as when the power was restored and the equipment came back on line, the entire generator would not burn out.  The Selectmen would like Brad Reed to come to the meeting next week.
                2.      Event Signage
Michael Hands and Lorraine Durden of Sign Services gave the Selectmen some handouts with sign ideas (see attached) and discussed prices with them.  Mr. Hands said he could do a sign for around $5,000.00 installed.
Motion made by Selectman Heath Higgins, with second by Selectman Kathi Thurston, to go with the less expensive two-sided sign, 4’ x 6’, similar to Holden and Franklin design and try to get 5 to 6 rows message.  Motion passed 4 – 0.
The Selectman agreed to a dark green top with “The Town of Tremont, est. 1848” in gold lettering.

7.      TOWN MANAGER’S REPORT
A.      A 1996 GMC Top Kick with a plow and wing, forward tilt sand body and 108k miles was purchased 3/29/07.
B.      Federal funding for the Bass Harbor Dredge project was not included in ACOE 2007 work plan (see attached).  Army Corp of Engineers recommended contacting our Senators to get in line for 2009 funding.
C.      The Selectmen were given a copy of a letter received by Town Manager Billings from Community Health and Counseling Services (see attached).
D.      Elisa Friel-Mosenteen, the ACO, has submitted her resignation (see attached).  The Selectmen asked to have a Thank You letter sent.  Selectman Heath Higgins suggested having a Deputy Animal Control Officer.  Town Manager Millard Billings was asked to check with Elisa Mosenteen to see if she would reconsider.  
        Motion made by Selectman Heath Higgins, with second by Selectman Kathi Thurston, to accept the [Animal Control] Officer’s resignation.  The motion passed 4 – 0.

8.      ANNUAL BUDGET
        A.      BOARDS & COMMITTEES REQUESTS
Phil Worden, Comprehensive Plan Committee Member, spoke to the Selectmen about what is needed for the Comprehensive Plan Committee (see attached).
Motion made by Selectman Heath Higgins, with second by Selectman Kathi Thurston, to authorize Millard to sign the application for the grant.  Motion passed 4 – 0.
Motion made by Selectman Heath Higgins, with second by Selectmen Kathi Thurston, to recommend passage of $5,000.00 to the Comprehensive Planning Committee.  Motion passed 4 – 0.
        B.      MUNICIPAL BUDGET
                1.      ADMINISTRATION
Town Manager Millard Billings presented the Selectmen with a partial draft budget (see attached).  
Motion made by Selectman Heath Higgins, with second by Selectman Chris Eaton, less the $5.00 increase for the Select Board, to recommend passage of the General Administration $522,444.00.  Motion passed 4 – 0.
Motion made by Selectman Heath Higgins, with second by Selectman Chris Eaton, to recommend passage of $179,726.00 for Debt Service.  Motion passed 4 – 0.
Town Manager Millard Billings has called around to get prices for culvert steamers.  The costs are around $12,000.00.
Motion made by Selectman Heath Higgins, with second by Selectman Chris Eaton, to recommend passage of Public Works $320,800.00.  Motion passed 4 – 0.
Town Manager Millard Billings is to do the worksheet for Town Meeting for the next Selectman’s meeting and make it agree with the Article Warrants.

9.      OLD BUSINESS
        A.      ACQUISITION OF PROPERTY
Motion made by Selectman Heath Higgins, with second by Selectman Kathi Thurston, to go into executive session pursuant to title 1 Maine Revised Statutes Annotated section 405 Subsection 6 Paragraph C to discuss the acquisition or disposition of real property of interest therein because premature disclosure of the information would prejudice the bargaining position of the Selectpersons.  Motion passed 4 – 0.  The Selectmen went into executive session at 8:20 pm.

Motion made by Selectman Heath Higgins, with second by Selectman Kathi Thurston, to return to the regular meeting.  Motion passed 4 – 0.  The Selectmen came out of executive session at 9:01 pm.  
Town Manager Millard Billings authorized Chad Smith to draft an offer.

10.     SUGGESTIONS/COMMENTS FOR NEXT MEETING
        Review the School Budget and where the appropriations will come from.

11.     OTHER
Town Manager Billings mentioned a letter about ground fish and switching to Area Management similar to the way lobsters are managed (see attached).  Mr. Billings is to write a letter supporting Area Management for the Selectmen to sign.
Selectman Heath Higgins said at the fire seen one of the Fire Trucks got stuck and they used the backhoe to free it.  He asked the Board if the Fire Department could use the equipment to free the Fire Department’s equipment next time one gets stuck.  The Selectmen agreed as long as the driver was a qualified, town employee there would be no problem.

12.     SET DATE FOR NEXT MEETING

13.     ADJOURN
Motion made by Selectman Charlie Dillon, with second by Selectman Chris Eaton, to adjourn.  Motion passed 4 – 0.  The meeting was adjourned at 9:15 pm.
