There was a ribbon cutting ceremony at the new Town of Tremont Municipal Building at 9:00 AM.

1.      CALL TO ORDER
The Regular Selectmen’s Meeting of December 18, 2006 was called to order by Chairman Scott Grierson at 6:00 pm.

2.      ROLL CALL
Present were Chairman Scott Grierson, Selectmen Charlie Dillon, Kathi Thurston and Chris Eaton, Recording Secretary Debbi Nickerson, and Town Manager Millard Billings.
Members of the public present were Wayne Rich, Ruth Grierson, Stanley Grierson, Stephen Grierson, Rina Grierson, and Mark Good – Islander.  

3.      ADJUSTMENTS/ADOPTION OF AGENDA
        None

4.      WARRANTS
        Warrant 71      5,728.02

        Motion made by Selectman Charlie Dillon, with second by Selectman Kathi Thurston, to approve warrants 71 – 75, & warrant 77.  Motion passed 4-0.
Motion made by Selectman Charlie Dillon, with second by Selectman Kathi Thurston, to approve warrant 76.  Motion passed 3-0-1.  Selectman Chris Eaton abstained; he is the owner of Harbor Divers.

5.      NEW BUSINESS
        A.      UPDATE NEW TOWN OFFICE
Town Manager Millard Billings told the Selectmen about the ribbon cutting ceremony that was held at 9:00 am on the steps of the new town office.   Many residents have been in to see the new building.  The elevator is the biggest concern on the punch list, the rest are minor touch-ups.  On December 20th the parking lot lights should be hooked up.  The phones are not yet installed.  Verizon is saying on the 20th also.  The lease for the school to take possession of the old town office can be signed at any time.

        B.      DISCUSS PRICES FOR SMOKE DETECTORS AND FIRE ALARMS
Three smoke detectors need to be connected to the elevator.  Estimates from SimplexGrinnel and Norris, Inc. have come in to install the smoke detectors (see attached).  
Motion made by Selectman Charlie Dillon, with second by Chairman Scott Grierson, to allow Millard to spend up to $10,000.00 on the Fire Alarm System.  Motion passed 4-0.

        C.      MANAGER’S REPORT
Town Manager Millard Billings requested $200.00 bonuses.  Everyone worked very hard to get the new office up and running.  Selectman Chris Eaton said he has received favorable comments from people about our town staff.
Motion made by Selectman Charlie Dillon, with second by Selectman Chris Eaton, to give our employees a $200.00 bonus this year for Christmas.  Motion passed 4-0.

Motion made by Selectman Charlie Dillon, with second by Selectman Chris Eaton, to move 6. A. Old Business to just before adjourn.  Motion passed 4-0.

6.      AGENDA ITEM 7. SUGGESTIONS/COMMENTS FOR NEXT MEETING
Chairman Scott Grierson asked to have Alewives on the agenda for the next meeting.  He is concerned about the town’s authority expiring.  Town Manager Billings has spoken to Norman Closson and he is willing to assist in any way he can and as long as there is a favorable vote at a special town meeting before April the town will retain control of the Alewives.

Chairman Scott Grierson asked Town Manager Millard Billings for an estimate of what the last snow storm cost the town.
 
Selectman Kathi Thurston would like to see an informational news letter sent out from the different departments periodically.  Chairman Scott Grierson agreed a news letter in the winter would be beneficial.  Selectman Kathi Thurston will gather some news letters from different towns for the next meeting.

7.      AGENDA ITEM 8. OTHER
Wayne Rich asked what the excise tax on his documented boat was.  Town Manager Millard Billings explained that if you are a Maine resident, you pay your excise tax where you live.  If you are not a Maine resident and your boat is in Maine waters between June 1st and August 31st you pay your excise tax to the town where your boat is moored or docked. Town Manager Millard Billings invited anyone that has a problem with the excise tax to come into the office and talk to him.  Selectman Kathi Thurston asked the Harbor Committee to incorporate the excise tax into their ordinance.  

8.      AGENDA ITEM 9. SET DATE FOR NEXT MEETING
        January 8, 2007

9.      AGENDA ITEM 6. A. LAND ACQUISITION
Motion made by Selectman Kathi Thurston, with second by Selectman Chris Eaton, to go into executive session to discuss land acquisition pursuant to 1 MRSA § 405 (6) C to discuss land acquisition.  Motion passed 3-1.  Selectman Charlie Dillon apposed.   The Selectman went into executive session at 6:55 pm.
Motion made by Selectman Kathi Thurston, with second by Selectman Chris Eaton, to come out of executive session at 7:05 pm.  Motion passed 3-0-1.  Selectman Charlie Dillon abstained.  The Selectmen came out of executive session at 7:05 pm.

10.     ADJOURN
Motion made by Selectman Charlie Dillon, with second by Selectman Chris Eaton, to adjourn.  Motion passed 4-0.  The Selectmen’s Meeting was adjourned at 7:06 pm.
