MINUTES
1. CALL TO ORDER
Planning Board meeting of Tuesday, November 18, 2014 was called to order at 6:02 by Chairman Mike Ryan.
2. ROLL CALL
Chairman Mike Ryan, Planning Board members Wayne Patton, Linda Graham, Susan Snyder, Valerie Haynes and CEO Debbi Nickerson.
Members of the public: See attached
3. ADJUSTMENTS/ADOPTION OF AGENDA
    None
4. APPROVAL OF MINUTES: October 14, 2014
    MOTION by Planning Board member Susan Snyder to approve minutes of October 14, 2014, second by Planning Board member Linda Graham. Motion passed 4-0-1. Planning Board member Valerie Haynes abstained, she           was not present at the meeting.
5. SUBDIVISIONS: None
6. NEW BUSINESS:
A. Review for completeness a Building Permit Application submitted by Susan Edson to install beach access stairs on property located at 146 Tremont Rd.
B. Public Hearing to receive public input concerning item (B).
Public Hearing opened at 6:04 pm.
Chairman Mike Ryan asked if the stairs would be no more than 3 ft. Susan Edson replied in the affirmative. The CEO indicated that she could not determine with certainty if the development was in the Flood Hazard Area. The DEP accepted and signed the Permit by Rule on October 6, 2014.
Public Hearing closed at 6:06 pm.
C. Action on Public Hearing (C)
     MOTION by Planning Board member Susan Snyder that the application submitted by Susan Edson, dated 10/17/2014 be approved, second by Planning Board member Valerie Haynes. Motion passed 5-0.

D. Review for completeness a Building Permit Application submitted by Jeffrey Rich demo a 6’ x 30’ deck and construct a new 65’ x 16’ deck (after the fact) at 1 Granville Rd. This permit is after the fact.
E. Public Hearing to receive public input concerning item (D)
     Public Hearing opened at 6:15 pm.
Planning Board Member Wayne Patton explained that he and Jeff Rich are related by marriage. No one voiced concern.
CEO explained how she measured the buildings that are on land, and that the new deck did not add any coverage.
Public Hearing closed at 6:18 pm.
F. Action on Public Hearing (E)
MOTION by Planning Board member Susan Snyder that the application submitted by Jeffrey Rich, dated 11/4/2014 be approved, second by Planning Board member Valerie Haynes. Motion passed 5-0.
7. OLD BUSINESS:
A. Review findings of fact regarding the Planning Board’s October 14, 2014 review of a Building Permit Application submitted by Lee Goff to operate a home occupation from his existing barn, with a new commercial kitchen,                  selling baked goods, flowers, arts and crafts.
     MOTION by Planning Board member Susan Snyder that the findings of fact regarding the Planning Board’s October 14, 2014 review of a Building Permit Application submitted by Lee Goff to operate a home occupation from his       existing barn, with a new commercial kitchen, selling baked goods, flowers, arts and crafts. be approved, second by Planning Board member Valerie Haynes. Motion passed 5-0.
