EMERGENCY TELEPHONIC MEETING
SMALL CITIES COMMITTEE
January 23, 2014  

A   EMERGENCY TELEPHONIC MEETING was held by the Small Cities Committee of the City Council & WPC Authority in the Mayor's Office on Thursday, January 23, 2014.

Those in attendance included Mayor Elinor Carbone and Corporation Counsel Administrative Assistant Elaine Fabiaschi.   City Councilors Christopher Anderson and Paul Samele participated via telephone.   City Councilor Drake Waldron did not participate.

Mayor Carbone called the meeting to order at 6:17 p.m.  

EMERGENCY HEAT SITUATION
Mayor Carbone explained that the purpose of this meeting is to help a single-family homeowner whose furnace is broken.  The homeowner needs a $6,000 loan to replace the furnace.
In the meantime, she said, having no other heat, the homeowner has resorted to the use of a propane construction heater with a high risk of carbon monoxide poisoning.  She said the City is taking steps to relocate this family as their health is the first and foremost priority.  She asked the Committee to consider allowing this loan.

Councilor Samele asked for financial information such as the appraised value and outstanding mortgages, but noted that this is an emergency.  

Councilor Samele made a motion to recommend to City Council that they approve this loan as described in Mrs. Fabiaschi's letter of January 23, 2014.

Councilor Anderson said that even given the equity situation, he is still in favor of this recommendation and seconded Councilor Samele's motion.

A vote was taken and the Committee unanimously agreed to recommend City Council approve this loan.

ADJOURNMENT
On a motion by Councilor Samele, seconded by Councilor Anderson, the Committee voted unanimously
to adjourn at 6:21 p.m.
