MINUTES

Tuesday, January 3, 2012


The meeting was called to order at 5:33 p.m.

Present were Chair Gerald Zordan, City Councilors Marie Soliani and Greg Cogswell. Mayor Ryan Bingham and Corporation Counsel Ernestine Weaver

Beer & Wine at Fuessenich Park
Sander Stotland, Titans General Manager made a presentation to the Committee outlining its plan for responsible service of beer and wine at Fuessenich Park. The discussion included statistics of how alcohol impairment levels, the number of drinks per hour to become impaired, and how their plan of service would control impairment. Stotland also shared his extensive experience with alcohol service, and studies which show that responsible beer and wine service can control off-site or in car drinking that leads to more dangerous behaviors. In addition, he told the Committee that the Titans would provide indemnification for the City and hold a $5,000,000 policy. It is the belief of the Titans that beer and wine service would increase revenue and use of the park. Also, the Carminucci Sports Group would like to hold other non-baseball events at the park such as wrestling and concerts and serve beer and wine at those events as well. Corporation Counsel Weaver noted that the controls that Stotland referred to could be made part of the lease agreement.

The committee requested Corporation Counsel Weaver to draft an ordinance that would allow beer and wine sale and consumption at the park, but wanted the language restricted only to Fuessenich Park. The Committee is scheduled to meet on this topic again on Monday, January 9, at 5:30 in room 215.

Shopping Carts
The Mayor is working on a shopping cart ordinance. He shared with the committee that he requested ordinances from other communities and extracted what he thought would be most appropriate for Torrington. Corporation Counsel Weaver will draft it, but in the meanwhile he would like to hold meetings with stakeholders about their concerns and potential involvement before bringing the draft to the Committee for consideration for public hearing. Considering that he would like to meet with the Police Department, Public Works, the business entities and possibly others, this would not be ready for the meeting on January 9.

There being no further business on a motion by Marie Soliani, seconded by Greg Cogswell, the meeting adjourned at 6:22 p.m.
