MUNICIPAL RENOVATIONS COMMITTEE
MINUTES of MEETING
THURSDAY March 12, 2009
6:30 PM, MAYOR’S OFFICE

Members Present: Ed Cook, Bill Hill, Is Timken, Mayor Bingham, Mike Clark
Also Present: Stephen Nocera, mayoral Aide; Lorel Purcell, O&G; Bob Prentiss, O&G; Robert Roach, Friar Associates

The Meeting was opened at 6:30 PM on a motion from Mr. Cook,  seconded by Mayor Bingham.

The Minutes of the Meeting of 02.26.09 were approved on a motion from Mr. Hill, seconded by Mr. Clark.

Mr. Clark stated that  temporary vault doors were scheduled to arrive on site Monday, March 16th and would be installed by Wednesday of that week. Movement of Probate and City Clerk personnel and furnishings would be scheduled as soon thereafter as practicable.
Ms. Purcell stated that due to the large number of design inquiries remaining unanswered that she would like to delay construction bid opening until March 26th. The MRC concurred and Friar Associates was given definite dates to have their responses to inquiries completed in order for the final addendum to be sent out in support of a 3/26 bid opening deadline. Ms.Purcell requested a special meeting of the MRC be convened for the purpose of awarding bids #1.01,#1.06 and #1.17. The MRC agreed to the special meeting date, and 6:30 PM time. Dr Timken asked what time could be expected from time of construction permit application to issuance. Ms. Purcell stated that 30 days would be normal. She further stated that demolition work should begin in mid-April

Ms. Purcell requested that Mr. Roach describe the  design of footings used to support posts used in the Traffic Dpt. Building. Mr.Roach stated that post footings would be excavated by means of an auger, thereby minimizing the amount of material being disturbed during construction and the amount of material requiring treatment to remove pollutants.

Ms. Purcell stated that the next steps for O&G would be reviewing the anticipated 150 +/-  construction bids.

Mr. Roach reaffirmed his commitment to provide the answers to questions  remaining on the bid designs within the timeframe requested.

Mr. Clark stated that the next steps for the MRC would be solicitation for quotes pertaining to drain scoping and environmental testing services. Ms. Purcell suggested that the MRC contact the Torrington Public Works Director to see who has performed scope services for the City in the past.

The meeting was adjourned  at 7:30 PM on a motion from Mayor Bingham, seconded by Mr. Hill.
