Minutes -- Regular Meeting
June 24, 2015
A Regular Meeting of the Vehicle Replacement Advisory Board was held on Wednesday, June 24, 2015 in the Mayor's Office.
Present were Mayor Carbone, Board of Finance representative Bill Lamoin, Board Member Glenn Royals, Fleet Manager Emil Castro, Comptroller Alice Proulx, Purchasing Agent Pennie Zucco and City Council representative Anne Ruwet. Board of Public Safety Representative Robert Conforti was absent. Public Works Director Gerald Rollett and Superintendent of Streets Robert Lizotte were also present.
Mayor Carbone opened the meeting at 8:02 a.m.
Discuss Global Positioning System
On a motion by Councilor Ruwet, seconded by Mr. Lamoin, the Board considered the purchase of a Global Positioning System. Mr. Castro explained the purchase and lease options, and said that buying the units would be to the City’s advantage. Mr. Royals said he feels a purchase would become outdated, without the upgrades that leased equipment receives. Mrs. Zucco noted that she is waiting for clarification that Reltronics will supply the installation at no cost. Mr. Royals recommended a one-year trial period before agreeing to a three-year contract.
On an amended motion by Mr. Royals, seconded as amended by Councilor Ruwet, the Board voted unanimously to enter into a three-year all-inclusive lease with installation, maintenance and software, and an option to opt out after one year. Ms. Proulx abstained from the vote.

On a motion by Mr. Royals, seconded by Councilor Ruwet, the Board voted unanimously to adjourn at 8:35 a.m.
