Vehicle Replacement Advisory Board
Regular Meeting
August 18, 2014

A Regular Meeting of the Vehicle Replacement Advisory Board was held on Monday, August 18, 2014 in the Mayor's Office.

Present were Mayor Carbone, Fleet Manager Emil Castro, Comptroller Alice Proulx, Board Member Glenn Royals, Board of Finance representative Bill Lamoin, and Board of Public Safety Representative Robert Conforti and Purchasing Agent Pennie Zucco. City Council representative Anne Ruwet participated via telephone.  Superintendent of Streets Robert Lizotte and Mayoral Aide Timothy Waldron were also present.

Mayor Carbone opened the meeting at 8:33 a.m.   

Parks Dept. Vehicle Replacements

Mr. Castro said the following equipment is due to be replaced: Mower #1520 – 18 years old, replacement cost of $37,224; Mower #1528 – 13 years old, replacement cost of $85,000; Infield Pro Unit #1523 – 15 years old, replacement cost of $21,000; and the ¾ Yard Loader #1516  - 17 years old, replacement cost of $80,000.

Replace Mower #1520
On a motion by Mr. Lamoin, seconded by Mr. Conforti, the Board voted unanimously to replace the Toro mower #1520.

Replace Mower #1528
On a motion by Mr. Royals, seconded by Mr. Lamoin, the Board voted unanimously to replace the Jacobsen mower #1528.

Replace Infield Pro Unit #1523
On a motion by Mr. Royals, seconded by Mr. Lamoin, the Board voted unanimously to replace the Infield Pro #1523.

Keep ¾ Yard Loader #1516
On a motion by Mr. Royals, seconded by Mr. Lamoin, the Board voted unanimously to keep the ¾ Yard Loader #1516.  Mr. Lamoin recommended the Board give consideration to equipment sharing  between departments in the future.

Street Dept. Vehicle Replacements

Two-Wheel Plow #24
Mr. Castro explained that this 14-year-old vehicle has a replacement cost of $203,000, and the plan is to place the sand spreader on Truck #33.  

On a motion by Mr. Royals, seconded by Mr. Conforti, the Board voted unanimously to move forward with the recommendation to replace Plow #24 and have the sand spreader placed on Truck #33.
 
410 Back Hoe Loader #42
Mr. Castro noted that this 16-year-old loader has a replacement cost of $111,000 but will have a $15,000 trade-in value.  On a motion by Mr. Conforti, seconded by Mr. Lamoin, the Board voted unanimously to replace the Back Hoe Loader #42, and to accept no less than $15,000 trade-in.

One-Ton Asphalt Roller #63 & Trailer #69
Mr. Castro said the Roller has a replacement cost of $11,000 and the Trailer would cost $5,500 to replace with a single axle Trailer.  Mr. Royals said this work should be contracted out.  

On a motion by Mr. Lamoin, seconded by Mr. Conforti, the Board voted 6/1, with Mr. Royals opposed, to replace the One-Ton Asphalt Roller #63 & Trailer #69.

Six J Plows #9P, 11, 15, 17, 33 & 34
Mr. Lizotte said these six plows are rotted out, dented, cracked and are 10 or 11 years old.  Mr. Castro said their replacement cost is $8,850 each.

On a motion by Mr. Lamoin, seconded by Mr. Royals, the Board voted unanimously to replace six plows.

GPS Requirements
Mr. Castro explained that the cost of their current GPS has increased by $4,600.  Mr. Lizotte said that he, the Mayor and the Public Works Director can see online where a truck is, how fast it’s going, if the sander is on and if the plow is up or down.  Mayor Carbone said that while not followed every day, it is a helpful tool when a question arises, and can gather data to make departments more efficient.

On a motion by Mrs. Ruwet, seconded by Mr. Conforti, the Board voted unanimously to initiate the bid process, determining what specs to bid, and discuss this at a future Vehicle Replacement Advisory Board meeting.

Tabled:  Vehicle Replacement Policy
Mayor Carbone explained that it was learned through the budget process that many vehicle replacement proposals are dated, and accurate funding is needed.  Mr. Lamoin agreed that the values need to be updated, and cautioned that it not be assumed that inflation drives those numbers up.  Ms. Proulx added that the Board establishes the amount to be funded and the Department Heads have no control over that part of their budget.

On a motion by Mr. Royals, seconded by Mr. Lamoin, the Board voted unanimously to table the discussion of the Vehicle Replacement Policy.

On a motion by Mr. Royals, seconded by Mrs. Ruwet, the Board voted unanimously to adjourn at 9:40 a.m.
