MINUTES BOARD OF TRUSTEES OF THE CITY EMPLOYEES RETIREMENT FUND June 21, 2010

A REGULAR MEETING of the Board of Trustees of the City Employees Retirement Fund was held on Monday, June 21, 2010, in the City Hall Auditorium.
Present were Mayor Ryan J. Bingham, Corporation Counsel Ernestine Yuille Weaver, members of the Board of Trustees of the City Employees Retirement Fund Richard Dalla Valle, Elinor Carbone, Paul Samele, Jr., Thomas Jerram, Marie Soliani, Drake Waldron, Arthur Mattiello, Nancy Michna, Delisse Locher, Mark Kugler and David Kissko. Members Angelo Alduini, Gail Gillette, Raymond Drew and David Prahm were absent.
Before opening the meeting, Mayor Bingham introduced Dr. Stephanie Fowler who explained the Tar Wars poster contest's goals of teaching children to stay tobacco-free. Mayor Bingham read the Certificate of Achievement being presented to each poster contest winner, expressing pride in their accomplishment, with recognition and congratulations. The winners were: Louis Pleasant IV, Carissa Carbone, Jake Reynolds, Yasmin Gutierrez, Andy Phothirath, Alora Foster, Jake Mazzarelli, Emily Kupcho, Rebekah Heiland, Kevin Ha, Tony Prevalla, Brianna Klies, Michaela Kosloffsky, Kolby Driscoll, Sydney Mourges,
Cailyn Lagassie, Cory Robbins, and Curtis Ledda. Mayor Bingham called the Board of Trustees of the City Employees' Retirement Fund meeting to order at 6:41 p.m. |
MINUTES On a motion by Councilor Carbone, seconded by Councilor Dalla Valle, the Board voted unanimously to accept the minutes of the regular meeting held April 5, 2010. Members Mark Kugler, Delisse Locher, and Nancy Michna abstained.
MINUTES On a motion by Councilor Waldron, seconded by Councilor Soliani, the Board voted unanimously to accept the minutes of the special meeting held jointly with the Board of Trustees of the Police & Firemen's Pension Fund on May 3, 2010. Councilor Samele and Members David Kissko, and Mark Kugler abstained.

PENSION COMPUTATION: Edward Cote Councilor Jerram made a motion, seconded by Councilor Waldron, to accept the pension computation for Edward Cote, former Highway Maintainer for the City of Torrington Street Department, having completed 15 years of service with the City of Torrington, until his death on February 28, 1996, entitling his surviving children under 18 years of age to 50% of his pension, effective February 16, 2010. After discussing the age of the surviving children, Councilor Jerram amended his motion to reflect acceptance of the pension
subject to full time enrollment and the requirements of the pension contract. Councilor Waldron amended his second. Councilor Dalla Valle asked if this included the medical benefits for the same period of time. The amended motion was unanimously approved.
PENSION COMPUTATION: Michael O'Neil On a motion by Councilor Jerram, seconded by Councilor Carbone, the Board voted unanimously to accept the pension computation for Michael O'Neil, Assistant Zoning/Inland Wetlands Enforcement Officer for the City of Torrington Planning and Zoning Department, having completed 6 years of service with the City of Torrington, effective June 9, 2010.
PENSION COMPUTATION: Anthony Giglio On a motion by Councilor Waldron, seconded by Councilor Soliani, the Board voted unanimously to accept the pension computation for Anthony Giglio, Custodian for the City of Torrington Board of Education, having completed 28 years of service with the City of Torrington, effective June 15, 2010.
PENSION COMPUTATION: Daniel Clapps On a motion by Councilor Waldron, seconded by Councilor Samele, the Board voted unanimously to accept the pension computation for Daniel Clapps, Trailer Driver for the City of Torrington Street Department, having completed 22 years of service with the City of Torrington, effective December 4, 2010.
BUS: BOARD OF TRUSTEES On a motion by Councilor Waldron, seconded by Councilor Soliani, the Board voted unanimously to consider business from the Board of Trustees. No business was presented.
ADJOURNMENT On a motion by Councilor Jerram, seconded by Councilor Dalla Valle, the Board voted unanimously to adjourn at 6:49 p.m.
