Minutes of Meeting

Torrington City Hall, 5 PM Office of the Mayor

Members Present: Elinor Carbone, Ed Cook, Ken Traub, Lorel Purcell, Mike Clark, Doug O’Connell; also present: advisors School Superintendent Chris Leone, Mayoral Aide Stephen Nocera,  and Jerry Rollett, Public Works Director, City of Torrington


  • The meeting was opened at 5 PM on a motion by Mr. Cook, seconded by Ms. Carbone.
  • Approval of the Minutes of the Meeting of 04.26.11 was made on a motion by Mr. Cook, seconded by Ms. Carbone and unanimously approved by the commission with one abstention by Mr. O’Connell due to his not being at that meeting.
  • Mr. Rollett presented a study that had been completed by the City in the year 2000 regarding a Pay As You Throw (PAYT) waste management system. Mr. Rollett stated that the PAYT system offers many benefits including actual user funding of the service, the opportunity for enhanced recycling participation with a resultant cost of service reduction. He also stated that the existing waste management contract would have to be renegotiated if a PAYT program were put in place within the next twelve months. Mr. Rollett stated that information on Pay-As-You-Throw (PAYT) programs is available on the DEP website at http://www.ct.gov/dep/cwp/view.asp?a=2714&q=324920&depNav_GID=1645 . ~He noted that the Torrington Slide Presentation is included 1/3 of the way down on the DEP web page.
  • Ms. Purcell received updates on pending analysis from Mr. Cook, Mr. Traub; all of them, including her task regarding combined purchasing are in at the “work in process” stage.
  • Superintendent Leone stated that the BOE budget would remain “flat”, with a reduction of $3.5M to the previous proposal under review.
  • The meeting was adjourned at 6:30 PM on a motion by Mr. Cook, seconded by Mr. Clark and approved by the commission.
