SPECIAL JOINT MEETING
CITY COUNCIL & WPC AUTHORITY & THE BOARD OF FINANCE     
May 2, 2016

A SPECIAL JOINT MEETING was held by the City Council & WPC Authority and the Board of Finance in the City Hall Auditorium on Monday, May 2, 2016.

Those in attendance included Mayor Elinor Carbone and City Councilors Paul Cavagnero, Anne Ruwet, Daniel Farley, Luisa Noujaim and Drake Waldron.  Councilor Gregg Cogswell was absent.  Also present were Board of Finance Members Christopher Diorio, Laurene Pesce, Mark Bushka, Christopher Anderson and Frank Rubino, Member Joshua Ferreira was absent.

Mayor Carbone called the meeting to order at 8:53 p.m.

CITY BUDGET
CITYWIDE
On a motion by Councilor Ruwet, seconded by Councilor Cavagnero, the Council voted unanimously to tentatively approve the Citywide budget of $2,115,843.

CORPORATION COUNSEL
On a motion by Councilor Ruwet, seconded by Councilor Farley, the Council voted unanimously to tentatively approve the Corporation Counsel budget of $193,668.

PERSONNEL
On a motion by Councilor Ruwet, seconded by Councilor Noujaim, the Council voted unanimously to tentatively approve the Personnel budget of $214,242.

FIRE DEPARTMENT
On a motion by Councilor Cavagnero, seconded by Councilor Waldron, the Council voted unanimously to tentatively approve the Fire Department budget of $5,110,487.

POLICE DEPARTMENT
On a motion by Councilor Ruwet, seconded by Councilor Farley, the Council voted unanimously to tentatively approve the Police Department budget of $8,776,072.

PENSION & BENEFITS
On a motion by Councilor Ruwet, seconded by Councilor Noujaim, the Council voted unanimously to tentatively approve the Pension & Benefits budget of $11,795,511.

Mayor Carbone said the total city budget proposal is $53,666,551, an increase of 0.65% over last year.

ADJOURNMENT
On a motion by Councilor Ruwet, seconded by Mrs. Pesce, the meeting was adjourned at 9:17 p.m.

PUBLIC HEARING
CITY COUNCIL & WPC AUTHORITY
May 2, 2016

A PUBLIC HEARING was held by the City Council & WPC Authority in the City Hall Auditorium on Monday, May 2, 2016.

Mayor Carbone called the public hearing to order at 9:18 p.m.  

City Clerk Joseph Quartiero read the legal notice.

The Board of Finance and the Board of Councilmen of the City of Torrington will hold a Public Hearing on Monday, May 2, 2016 immediately following the Special Joint Meeting of the Board of Finance and the Board of Councilmen and the two previous public hearings that start at 6:30 p.m. in the City Hall Auditorium, 140 Main St., Torrington, CT on the proposed 2016-2017 budget (except the school budget).

Copies of the proposed budget will be available at the office of the City Comptroller, and the City Clerk, prior to the hearing.

The public is invited to attend and to submit written or oral comments and questions on the budget.

There was no one present who wished to speak.

Mayor Carbone closed the public hearing at 9:19 p.m.
