MINUTES                                                                                                                          
BOARD OF FINANCE
January 19, 2016

A REGULAR MEETING of the Board of Finance was held in the City Hall Auditorium on Tuesday, January 19, 2016.

Present were Mayor Elinor Carbone, Corporation Counsel Jaimie LaMere and Board of Finance members Chris Diorio, Frank Rubino, Joshua Ferreira, Christopher Anderson and Laurene Pesce.  Member Mark Bushka was absent.  

Mayor Carbone called the meeting to order at 5:09 p.m.  

MINUTES
On a motion by Mr. Rubino, seconded by Mr. Anderson, the Board voted unanimously to accept the minutes of the Regular Meeting held on December 21, 2015.

OPEN TO PUBLIC
On a motion by Mr. Diorio, seconded by Mrs. Pesce, the Board voted unanimously to open the meeting to the public.  There was no one present who wished to speak.
TRANSFER FUNDS – Brd. of Education
On an amended motion by Mr. Rubino, seconded as amended by Mr. Ferreira, the Board voted unanimously to authorize a transfer of $273,543 from the Board of Education Capital account to their Operating account.  Board of Education Interim Superintendent Lynda Reitman explained the transfers from Capital Technology will correct the funding for the early retirement account, for some licensing and warrantees, and for technicians.  Board of Education Chair Fiona Cappabianca added that these transfers represent changes that were made without Board approval after the budget was set.  Mr. Ferreira asked about the Capital Technology account sources and Mrs. Reitman said those amounts were budgeted for Chromebooks, laptop computers and desktop computers to replace teacher computers.  She said they have to make do, in order to fund needs that are more important.  Ms. Cappabianca said they also want to have a better understanding of what they need.  Mrs. Reitman said the Southwest School oil tank line item is reduced because they are converting to gas.  She explained the tax penalty was incurred when a keying error was made, causing a late tax payment.  

TABLED: BRD. OF EDUC. BUDGET REPORTS
On a motion by Mr. Anderson, seconded by Mr. Diorio, the Board voted unanimously to table acceptance of the Board of Education Budget Performance Reports.

BUSINESS: Mayor and Board Members
On a motion by Mr. Diorio, seconded by Mr. Anderson, the Board voted unanimously to consider business presented by the Mayor and members of the Board of Finance.  No business was presented.

ADJOURNMENT
On a motion by Mr. Ferreira, seconded by Mr. Pesce, the Board voted unanimously to adjourn at 5:23 p.m.
