MINUTES - SPECIAL MEETING BOARD OF FINANCE
December 10, 2012
A SPECIAL MEETING of the Board of Finance was held in the City Hall Auditorium on Monday,
December 10, 2012.
Present were Mayor Ryan Bingham, Corporation Counsel Raymond Rigat, Board of Finance members Bill Lamoin, Laurene Pesce, Mark Bushka, Thomas Scoville, Frank Rubino, and Brian Paganini. Fire Chief Gary Brunoli was also present.
Mayor Bingham called the meeting to order at 5:00 p.m.
USE OF CAPITAL RESERVE FUNDS FOR FIRE HQ BOILER
On a motion by Mr. Bushka, seconded by Mr. Rubino, the Board voted unanimously to authorize the payment of $65,646.00 from Capital Reserve Funds repaid over three years' time, for the Fire Headquarters Boiler & Hot Water Heater Replacement project to be completed by Pelletier Mechanical Services, LLC of Thomaston, CT, approved by the Board of Public Safety on December 5, 2012 and approved by City Council on December 3, 2012.
In answer to Mrs. Pesce's question, Chief Brunoli explained this boiler replacement was planned for 2014/2015. He described all the research he performed to find the best way to replace this 11 year old boiler. With only a driveway replacement planned for next year, he said he thinks this is the best way to take care of the boiler.
Mr. Rubino asked Chief Brunoli if he is confident the project will be completed in time to attain the rebate.
Chief Brunoli said it should take 17 days and the equipment is in stock.
Mr. Scoville added that from a technical standpoint, this plan makes the most sense and the Prestige boiler is 95% efficient. He said he would by far recommend the Pelletier proposal over the others.
Mr. Lamoin clarified that the reserve fund payback will come almost completely from anticipated lower
fuel costs.
ADJOURNMENT
On a motion by Mr. Rubino, seconded by Mr. Paganini, the Board voted unanimously to adjourn at 5:16 p.m.
