BOARD OF FINANCE

A   SPECIAL MEETING of the Board of Finance was held in the City Hall Auditorium on Tuesday, May 18, 2010.


Present were Mayor Ryan J. Bingham, Corporation Counsel Ernestine Yuille Weaver, Board of Finance members Daniel Farley, Laurene Pesce, Mark Bushka, Thomas Scoville, Wendy Traub and James Zeller, City Comptroller Alice Proulx and many City Department Heads.


Mayor Bingham called the meeting to order at 5:00 p.m.


Mayor Bingham said he understands the Board of Finance wants the budget cut by an additional $300,000 by the City and $100,000 by the Board of Education. He asked to be allowed the latitude to find the money in various aspects, probably including loss of positions.


ADOPT CITY BUDGET
On a motion by Mr. Scoville, seconded by Mr. Zeller, the Board voted 4/3, by roll call vote, to adopt a 2010-2011 city budget in the amount of $53,332,728, a 2.5% increase. Mr. Farley, Mrs. Pesce and Mr. Zeller voted in favor. Mr. Bushka, Mr. Scoville and Mrs. Traub voted against. Mayor Bingham broke the tie with a vote in favor.


ADOPT BOARD OF EDUCATION CAPITAL BUDGET
On a motion by Mr. Scoville, seconded by Mr. Bushka, the Board voted by roll call vote, unanimously, to adopt the 2010-2011 Board of Education Capital budget in the amount of $577,000.


ADOPT BOARD OF EDUCATION OPERATIONAL BUDGET
On a motion by Mr. Scoville, seconded by Mr. Farley, the Board voted 5/1, by roll call vote to adopt the 2010-2011 Board of Education Operational budget in the amount of $63,925,430. Mrs. Traub voted against. Mr. Scoville applauded the Board of Education and the Superintendant for starting to work on downsizing. Mrs. Traub added that they all did a tremendous job.


SET MILL RATE
On a motion by Mr. Farley, seconded by Mr. Bushka, the Board voted 5/1, by roll call vote to set the mill rate at 32.5. Mrs. Traub voted against.


ADJOURNMENT
On a motion by Mr. Scoville, seconded by Mr. Farley, the Board of Finance voted unanimously to adjourn at 5:39 p.m.
