BOARD OF FINANCE
MAY 28, 2009                

A SPECIAL MEETING of the Board of Finance was held in the Main Room of the Senior Center on Thursday, May 28, 2009 to adopt the city budget.

Those in attendance included Mayor Ryan J. Bingham, Board of Finance Members Daniel Farley, Laurene Pesce, Mark Bushka, Thomas Scoville, Wendy Traub, and James Zeller, Corporation Counsel Ernestine Yuille Weaver, City Councilors Michael Colangelo, Elinor Carbone, Thomas Jerram, and Marie Soliani, and Drake Waldron, Treasurer Richard Friday, various members of the Board of Education and Comptroller Alice Proulx.

Mayor Bingham called the meeting to order at 6:37 p.m.

The Mayor presented the city budget for 2009-2010 at $52,580,939 and the Board of Education Budget at $64,192,057.  The city budget included reductions of $107,385 from early retirements, $246,177 from police contract concessions, $34,879 from the health insurance fund, and $13,500 from the tax collector.

Mayor Bingham said his recommendation for revenue is an estimated income of $40,545,974, the CRRA transfer for capital improvements of $1,029,742, the transfer from surplus Anthem funds of $2,800,000 and a fund balance appropriation of 2.5 million with $550,000 of additional cuts bringing the city balance, including a reduction of $550,000 in additional cuts, to $52,030,938 or a $227,863 decrease (-.44%). His recommendation for funding the education balance is $62,864,721, an increase of $289,416 (.46%), which includes an additional reduction to the increase and the insurance adjustment of $327,336.
His total recommended spending plan is $114,834,106, an increase of $61,553 (.05%).  The balance due from taxes as presented with the Grand List figures that we have is $68,252, 681 which represents a mill rate of 35.32 -- a reduction of .01 mills.

Mrs.Traub clarified the budget figures for the City and Board of Education to be $114,895,659 with an estimated income of $45,545,974 leaving $68,019,943 to be collected in taxes.  
ADOPT CITY BUDGET #166
On a motion by Mrs. Traub, seconded by Mr. Farley, the Board voted unanimously, by roll call vote, to adopt a 2009-2010 city budget in the amount of $52,030,939.

ADOPT BOARD OF EDUCATION BUDGET #764
On a motion by Mrs. Traub, seconded by Mr. Bushka, the Board voted unanimously, by roll call vote to adopt the 2009-2010 Board of Education budget, including Capital and Operational, in the amount of $62,864,721.

SET MILL RATE: #895
On a motion by Mrs. Pesce, seconded by Mr. Scoville, the Board voted unanimously, by roll call vote to set the mill rate at 35.32 equaling $68,019,944 in revenue.
ADJOURNMENT #926
On a motion by Mrs. Traub, seconded by Mr. Scoville, the Board of Finance voted unanimously to adjourn at 7:07 p.m.
