BOARD OF FINANCE
MAY 20, 2008
A REGULAR MEETING of the Board of Finance was held on Tuesday, May 20, 2008 in the Council Chambers.
Those in attendance included Mayor Ryan J. Bingham, members of the Board of Finance Daniel Farley, Laurene Pesce, Mark Bushka, Thomas Scoville, Wendy Traub, and James Zeller, Corp. Counsel Ernestine Yuille Weaver, Comptroller Alice Proulx, and Inland Wetlands Zoning Enforcement Officer Kimberly Barbieri.
Mayor Bingham called the meeting to order at 5:00 p.m.

On a motion by Mr. Farley, seconded by Mrs. Traub, the board, with the exception of Mrs. Pesce and Mr. Bushka who abstained, voted to accept the
minutes of the regular meeting held April 15, 2008.
On a motion by Mr. Scoville, seconded by Mrs. Pesce, the board voted unanimously to accept the amended minutes of the joint meeting with the Board of Education held May 6, 2008. (“CNT” scores was changed to “CMT” scores on Page 1, paragraph 4.)
On a motion by Mr. Farley, seconded by Mr. Bushka, the board voted unanimously to accept the minutes of the Public Hearing held May 13, 2008 on the City Budget.
OPEN TO THE PUBLIC #055
On a motion by Mrs. Traub, seconded by Mr. Scoville, the board voted unanimously to open the meeting to the public. There was no public participation.
USE OF FUNDS FROM OPEN SPACE ACCT. #065
On a motion by Mr. Scoville, seconded by Mr. Farley, the board voted unanimously to approve the expenditure of $5,750.00 from the Open Space Fund Account from which $2,750.00 will be made out to R. Bruce Hunter and $3,000.00 made out to Calciano & Stern Appraisals, for two appraisals required by the DEP Open Space Grant in regard to the Leoni property.
(The selling price is $141,000.00. Approximately 75% will come from a grant and the remainder will come from the Open Space Fund.)
Mrs. Traub inquired about the balance in the account, and Comptroller Alice Proulx informed the board the balance was $49,314.97.
Mr. Scoville inquired whether any taxpayer money was going toward this item.
Inland Wetlands Zoning Enforcement Officer Kimberly Barbieri explained that the money in the Open Space Fund is from developers whenever they develop property and they don’t want to obtain the open space from that land.
Mayor Bingham said “Technically, some of it might be taxpayer’s.....levying taxes,” and Ms. Barbieri, concurred stating, “Eventually.”
Mr. Scoville asked if this property was near the Still River Greenway area?
Mrs. Barbieri said the property is directly adjacent to the nine acre parcel owned by the DEP, adjacent to the Heritage Preservation Trust property, and next to the thirty six acre Machuga property. The key point to this proposition is the access way that would allow us to connect to the Greenway through Harris Drive back into a loop into the Machuga property.

On a motion by Mr. Farley, seconded by Mr. Zeller, the board voted unanimously to consider business by Mayor Bingham and members of the Board of Finance.
Mrs. Traub stated that the board, during last month’s meeting, decided to hold off on the Board of Education’s request for contingency funds and asked if the Board of Finance would be obliged to add that item to the agenda. She reiterated what she said during their last meeting that the numbers get more solid as they get closer to the end.
Mayor Bingham said he had no objection to having the board add the item to the agenda but thought it was better saved until later.

On a motion by Mrs. Pesce, seconded by Mrs. Traub, the board voted unanimously to adjourn at 5:07 p.m.
