BOARD OF FINANCE
September 30, 2015

A SPECIAL AND TELEPHONIC MEETING of the Board of Finance was held in the City Hall Auditorium on Wednesday, September 30, 2015.

Present were Mayor Elinor Carbone and Board of Finance members Frank Rubino, Thomas Scoville, Mark Bushka and Laurene Pesce.  Members Bill Lamoin and Joshua Ferreira were absent.  Comptroller Alice Proulx was also present. No one participated by telephone.
Mayor Carbone called the meeting to order at 5:02 p.m. starting with the Pledge of Allegiance.

FUND BOE IT CONTRACT AUDIT
On a motion by Mrs. Pesce, seconded by Mr. Scoville, the Board voted unanimously to approve funding for an audit of the Board of Education IT contract with Protected Harbor, Inc. by Baker Tilly Virchow Krause, LLP of New York, NY, not to exceed $50,000, having been approved by City Council on September 21, 2015.  Mayor Carbone reported that the Interim Superintendent of Schools and Board of Education Business Manager participated in the auditor selection and indicated that they would be happy to cooperate with the audit.  She explained the dollar amounts involved in the Protected Harbor contract, its terms and how the overpayment was discovered. Mrs. Proulx noted that with the recent increase in the fund balance, there is room to pay for this audit without using contingency funds.  Mr. Scoville asked for an interim report, to which the Mayor agreed.

FUND ENGINEERING DEPT. VEHICLE
On a motion by Mr. Rubino, seconded by Mr. Bushka, the Board voted unanimously to authorize an expense of $22,915 from the Vehicle Replacement Fund and a deviation from the Vehicle Replacement Schedule, to purchase a 2016 SE 4WD Ford Escape for the Engineering Dept. from Tasca Ford, of Berlin CT.

ADJOURNMENT
On a motion by Mr. Rubino, seconded by Mr. Scoville, the Board voted unanimously to adjourn at 5:20 p.m.
