Services for the Elderly Commission
Minutes – Monday, October 27, 2008


Meeting called to order by Chairperson Maureen Matava at 2:36 p.m.

Present:        Commissioners Maureen Matava, Evelyn Lukes, Aldo Bergonzi, Archie Perez, Adele Reale and Alternates Frank McGowan and Doris Richards

Staff:          Nancy S. Hodkoski & ENP Supervisor Joel Sekorski

Excused:        Commissioners Donald MacLeod & Peter Bronzi, Alternate Carol Buice

Chairperson Matava appointed Alternates Frank McGowan & Doris Richards as voting members at the October 27, 2008 meeting.

Approval of Minutes:  Motion to accept September 22, 2008 minutes, made by Commissioner Adele Reale, 2nd by Alternate Frank McGowan.  Passed

Announcements & Correspondence
·       Approve by City Council on Oct. 6, 2008 to adopt a resolution, empowering Mayor Bingham to enter into & amend contractual instruments with the State of CT Dept. of Social Services for Special Funding for Municipalities Program.
·       Acknowledgement letter from the Community of N.W. CT for request for funding to support the SeniorNet Computer Learning Center at the Sullivan Senior Center.
·       R.S.V.P. requesting volunteers for the Money Management Program.

Sullivan Senior Center Report.
·       Nancy & ENP Supervisor attended the MCOA Conference held Oct. 14th – 17th.
·       Community based Regional Transportation System will hold state wide meeting October 30th in West Hartford.  Will be attended by Nancy & Joel.
·       Mercury Associates, Inc. conducted a study of the Fleet Management Department of the City of Torrington.
·       Charles Perlotto, Mary Riley & Kerry Palmer attended an Energy Assistance information meeting sponsored by CL&P and Yankee Gas.
·       Energy Assistance – approx. 155 applications processed to date.
·       Rental Assistance – approx. 554 applicants processed.
·       Charles Perlotto, Ass’t Municipal Agent report included in Commissioners report.
·       Reviewed financial reports.
·       Reviewed newsletter & upcoming events.

Motion to accept Senior Center Report made by Commissioner Aldo Bergonzi, 2nd by alternate Doris Richards.  Passed.

Elderly Nutrition Report
·       ENP Supervisor reported on events & fundraising.
·       CHH & Cornucopia contracts have been updated.  Cornucopia 6% increase / CHH 3%.  New meal rates & service quantities were requested from WCAAA & denied.
·       Reviewed July & August financial reports.
·       Vehicle Purchase:  Purchase two new Hot Shot Trucks.  A request sent to Joline to be placed on the City Council agenda for the November 3, 2008 meeting.

Motion to accept Elderly Nutrition Report made by Alternate Frank McGowan, 2nd by Commissioner Adele Reale.  Passed.

New Business
·       Motion to recommend to have the Castelli Bros. for snowplowing and sanding contract from November 1, 2008 to April 1st, 2009 made by Commissioner Archie Perez, 2nd by Alternate Doris Richards.  Passed.

Motion to adjourn Monday, October 27, 2008 meeting made by Alternates Doris Richards, 2nd by Frank McGowan.  Passed

Meeting adjourned at 4:10 p.m.

Next meeting to be held on Monday, November 17, 2008 at the Sullivan Senior Center at 2:30 p.m.
