October 17, 2016
A PUBLIC HEARING was held by the City Council & WPC Authority in the City Hall Auditorium on Monday, October 17, 2016, to solicit public comment regarding an amendment to City Ordinance §187-23 (b) under Article VII “Tax Abatement for Volunteer Firefighters” pursuant to the adoption of Public Act 16-99, “An Act Extending the Municipal Property Tax Relief to Retired Volunteer Firefighters, Fire Police Officers and Emergency Medical Technicians.”
Those in attendance included Mayor Elinor Carbone, Corporation Counsel Jaime LaMere and City Councilors Paul Cavagnero, Gregg Cogswell, Anne Ruwet, Drake Waldron and Daniel Farley. City Councilor Luisa Noujaim was absent. Also present were Mayoral Aide Timothy Waldron, Fire Chief Gary Brunoli, Public Works Director Jerry Rollett, Comptroller Alice Proulx, Fire Captain Doyle and Dennis Andrews.
Mayor Carbone called the hearing to order at 6:30 p.m. and Mr. Waldron read the Legal Notice.
There was no one present who wished to speak.
Mayor Carbone closed the public hearing at 6:32 p.m.

REGULAR MEETING

Mayor Carbone called the REGULAR MEETING to order at 6:32 p.m. starting with the Pledge of Allegiance.
TABLED: AMEND ORDINANCE §187-23(B)
On a motion by Councilor Cogswell, seconded by Councilor Cavagnero, the Council voted unanimously to table the amendment of City Ordinance §187-23(b) due to a need for more clarity regarding those eligible for Municipal Property Tax Relief.
MINUTES
On a motion by Councilor Waldron, seconded by Councilor Ruwet, the Council voted unanimously to accept the minutes of the Regular Meeting held October 3, 2016.
OPEN TO PUBLIC
On a motion by Councilor Waldron, seconded by Councilor Ruwet, the Council voted unanimously to open the meeting to the public.
Sharon Waagner spoke regarding the proposed tax abatement for Retired Volunteer Firefighters.
BUDGET AMENDMENTS/TRANSFERS
On a motion by Councilor Farley, seconded by Councilor Cogswell, the Council voted unanimously to approve the Comptrollers request to complete the budget amendments/transfers listed in the memo dated October 6, 2016, pending Board of Finance approval.
FIREFIGHTER PPE
On a motion by Councilor Waldron, seconded by Councilor Ruwet, the Council voted unanimously to accept the Purchasing Agent’s and Fire Chief’s recommendation to award the bid for Personal Protective Equipment to Brigham Industries Inc. of Payton MA for a price of $1,989.00 per set, having been approved by the Board of Public Safety on October 5, 2016.
CITY HALL HEATING
On a motion by Councilor Waldron, seconded by Councilor Farley, the Council voted unanimously to waive the city bid process and authorize the Phase I City Hall Supplemental Heating Project to Turri-Masterson, Inc. in the amount of $26,954 and SNE Building Systems in the amount of $1850.
TAX COLLECTOR TAX REFUNDS
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to accept the recommendation of the Tax Collector and authorize the nine refunds indicated on the list dated October 17, 2016.
BUSINESS BY DEPT. HEADS
On a motion by Councilor Waldron, seconded by Councilor Farley, the Council voted unanimously to consider business presented by Department Heads. No business was presented.
BUSINESS: MAYOR & MEMBERS
On a motion by Councilor Waldron, seconded by Councilor Farley, the Council voted unanimously to consider business presented by the Mayor and members of the City Council.
OPEN TO PUBLIC: AGENDA ITEMS ONLY
On a motion by Councilor Ruwet, seconded by Councilor Cogswell, the Council voted unanimously to open the meeting to the public to discuss agenda items only. There was no one present who wished to speak.
EXECUTIVE SESSION
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to enter Executive Session regarding Personnel at 7:07 p.m. inviting Atty. LaMere.
OPEN SESSION
On a motion by Councilor Cogswell, seconded by Councilor Ruwet, the Council voted unanimously to enter Open Session at 7:47 p.m.
ADJOURNMENT
On a motion by Councilor Farley, seconded by Councilor Cavagnero, the Council voted unanimously to adjourn at 7:49 p.m.
