MINUTES                                                                                                                                                
REGULAR MEETING 
CITY COUNCIL & WPC AUTHORITY
August 1, 2016

A REGULAR MEETING was held by the City Council & WPC Authority in the City Hall Auditorium on Monday, August 1, 2016.

Those in attendance included Acting Mayor Drake Waldron, City Councilors Paul Cavagnero, Gregg Cogswell, Daniel Farley and Luisa Noujaim.  City Councilor Anne Ruwet was absent.  Torrington Housing Authority Executive Director Claudia Sweeney was also present.

Acting Mayor Waldron called the meeting to order at 6:30 p.m.  

MINUTES
On a motion by Councilor Cogswell, seconded by Councilor Cavagnero, the Council voted unanimously to
accept the minutes of the Regular Meeting held July 5, 2016.

On a motion by Councilor Noujaim, seconded by Councilor Cavagnero, the Council voted unanimously to
to accept the minutes of the Special Telephonic Meeting held July 20, 2016.  Councilor Farley abstained.

OPEN TO PUBLIC  
On a motion by Councilor Cogswell, seconded by Councilor Farley, the Council voted unanimously to
to open the meeting to the public.  

Mr. Leonard Dube of the Veterans’ Service Office expressed the Veterans interest in having City Council consider the benefits of PA16-191 at the next City Council meeting.

SCHEDULE PUBLIC HEARING:  
On a motion by Councilor Farley, seconded by Councilor Noujaim, the Council voted unanimously to schedule a Public Hearing at 6:30 p.m. on Monday, August 15th to solicit citizen input on a proposed municipal ordinance regarding the retention of excess tax payments less than five dollars.  Councilor Cogswell explained that the Ordinance Committee reviewed this matter and has requested that the Tax Collector attend the Public Hearing to make sure there is no confusion or concern.

MAYORAL APPOINTMENT
On a motion by Councilor Cogswell, seconded by Councilor Farley, the Council voted unanimously to accept the Mayor’s re-appointment of Dr. Mario D’Angelo as a Commissioner for the Torrington Housing Authority for a five-year term expiring September 1, 2021.  Councilor Farley recommended the Council accept the Mayor’s re-appointment, saying that he had the privilege of working with Dr. D’Angelo, a very dedicated, hard-working individual that brings a lot of knowledge to that organization.

LITCHFIELD HILLS NATURAL HAZARD MITIGATION PLAN
On a motion by Councilor Cogswell, seconded by Councilor Noujaim, the Council voted unanimously to
to approve the following resolution adopting the Litchfield Hills Natural Hazard Mitigation Plan.

WHEREAS, the City of Torrington Board of Councilmen recognizes the threats that natural hazards pose to people and property with the City of Torrington; and

WHEREAS, the City of Torrington, in collaboration with the Northwest Hills Council of Governments (NHCOG) has prepared a multi-jurisdictional multi-hazard mitigation plan known as the Litchfield Hills Natural Hazard Mitigation Plan: 2016 Update in accordance with the disaster Mitigation Act of 2000; and

WHEREAS, the Litchfield Hills Natural Hazard Mitigation Plan: 2016 Update has identified mitigation goals and actions to reduce or eliminate long-term risk to people and property from the impacts of future natural hazards and disasters that affect the City of Torrington, and the region; and

WHEREAS, the Federal Emergency Management Agency/ Department of Homeland Security has approved the Litchfield Hills Natural Hazard Mitigation Plan: 2016 Update, on condition of local adoption, enabling the City of Torrington to apply for Hazard Mitigation grant funding; and

WHEREAS, adoption by the City of Torrington Board of Councilmen demonstrates their commitment to achieving the hazard mitigation goals outlined in the City of Torrington‘s section of the Litchfield Hills Natural Hazard Mitigation Plan: 2016 Update,

NOW, THEREFORE, BE IT RESOLVED, that the City of Torrington Board of Councilmen hereby adopts the Litchfield Hills Natural Hazard Mitigation Plan: 2016 Update.

2015 RECREATION TRAILS GRANT
On a motion by Councilor Cogswell, seconded by Councilor Farley, the Council voted unanimously to adopt the following resolution authorizing the Mayor to enter into and sign contracts with the Dept. of Energy and Environmental Protection regarding the 2015 Recreation Trails Grant, previously approved by Council on March 7, 2016, for the design and construction of approximately 2.6 miles of the Naugatuck River Greenway from Franklin Street to Bogue Road.

Be it resolved that it is in the best interests of the City of Torrington to enter into contracts with the Department of Energy and Environmental Protection.

In furtherance of this resolution, Elinor Carbone, the Mayor, is duly authorized to enter into and sign said
contracts on behalf of the City of Torrington.  Elinor Carbone currently holds the office of Mayor and has
held that office since December 2, 2013.  The Mayor is further authorized to provide such additional information and execute such other documents as may be required by the state or federal government in connection with said contracts and to execute any amendments, rescissions, and revisions thereto.

The City Clerk is authorized to impress the seal of the City of Torrington on any such document, amendment, rescission, or revision.

BUILDING DEPT. REPORT
On a motion by Councilor Noujaim, seconded by Councilor Cogswell, the Council voted unanimously
to accept the Building Dept. Report for June 2016.

EAGLE FENCE PAYMENT
On a motion by Councilor Cogswell, seconded by Councilor Farley, the Council voted unanimously to approve payment of $382.50 to Eagle Fence & Guardrail of Plainville, CT for Invoice #38881 dated 5/19/2016 for work completed on the THS Athletic Fields Project.
                                                                        
SMALL CITIES
On a motion by Councilor Noujaim, seconded by Councilor Farley, the Council voted unanimously to accept the recommendation of the Small Cities Committee and approve Project #143-390 and change orders for Projects #143-458 and #143-421.

On a motion by Councilor Farley, seconded by Councilor Noujaim, the Council voted unanimously to approve payment of $900.00 to L. Wagner & Associates for Professional Services from April 1, 2016 through June 30, 2016 with regard to the City’s Rehabilitation Loan Repayment Program.  

On a motion by Councilor Cogswell, seconded by Councilor Noujaim, the Council voted unanimously to approve payment from Fund #272 for the following invoices:

TAX COLLECTOR TAX REFUNDS
On a motion by Councilor Cavagnero, seconded by Councilor Cogswell, the Council voted unanimously to accept the recommendation of the Tax Collector and authorize the 25 refunds indicated on the list dated August 1, 2016.

TAX COLLECTOR SEWER USAGE FEE REFUNDS
Acting herein as the Water Pollution Control Authority, on a motion by Councilor Cogswell, seconded by Councilor Cavagnero, the Council voted unanimously to accept the recommendation of the Tax Collector and authorize the three sewer usage fee refunds indicated on the list dated August 1, 2016.

BUSINESS BY DEPT. HEADS
On a motion by Councilor Noujaim, seconded by Councilor Farley, the Council voted unanimously to consider business presented by Department Heads. ~City Clerk Joe Quartiero updated the Council on the $5000 Historic Preservation Grant recently received, saying he has received grant funding for approximately 12 years.  He said the monies will be used for back-loading land record images, which generate about $800 to $1000 in revenue each month.

BUSINESS:  MAYOR & MEMBERS
On a motion by Councilor Farley, seconded by Councilor Noujaim, the Council voted unanimously to consider business presented by the Mayor and members of the City Council.  

Councilor Farley described a traffic problem on Main Street, asking Acting Mayor Waldron to bring the issue to the Board of Public Safety meeting.

Councilor Noujaim commended the Main Street Marketplace.

Acting Mayor Waldron noted that the Police Department did a great job with an emergency situation today.

OPEN TO PUBLIC: AGENDA ITEMS ONLY
On a motion by Councilor Cogswell, seconded by Councilor Cavagnero, the Council voted unanimously to open the meeting to the public to discuss agenda items only.  There was no one present who wished to speak.

ADJOURNMENT
On a motion by Councilor Cogswell, seconded by Councilor Farley, the Council adjourned at 6:49 p.m.
