CITY COUNCIL & WPC AUTHORITY
July 20, 2016
A SPECIAL & TELEPHONIC MEETING was held by the City Council & Water Pollution Control Authority in the Mayor’s Office on Wednesday, July 20, 2016.
Acting Mayor Anne Ruwet conducted the meeting by telephone, with City Councilors Gregg Cogswell, Paul Cavagnero, Luisa Noujaim and Drake Waldron participating by telephone. City Councilor Daniel Farley was absent. Those present included Mayoral Aide Timothy Waldron, City Engineer Ed Fabbri and Purchasing Agent Pennie Zucco.
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the meeting was called to order at 2:10 p.m.
Reject Bids - Center Bridge Improvements
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to authorize the Mayor to reject all bids that exceeded budget on Project #143-189, and authorize a rebid of the project after it is value engineered and re-scoped.
Mr. Fabbri explained that the project first included new railings, lighting, a stone façade on abutments, and landscaping. He said when the bids came in $100,000 over budget, the State allowed him to re-scope the project, eliminating landscaping, lampposts, demolition work and signs. Mr. Fabbri said that postponing those items to a future project such as the Five-Way Intersection Design will not affect the costs as they will be covered by grant funding. He noted that the DOT has a long advertising period so the work they hoped to do in October will be pushed back to November or December.

On a motion by Councilor Waldron, seconded by Councilor Cogswell, the meeting was adjourned at 2:15 p.m.
