CITY COUNCIL & WPC AUTHORITY
June 8, 2016

A SPECIAL & TELEPHONIC MEETING was held by the City Council & Water Pollution Control Authority in the Mayor’s Office on Wednesday, June 8, 2016.

Those in attendance included Mayor Elinor Carbone and City Councilors Daniel Farley, Luisa Noujaim and Drake Waldron.  City Councilors Anne Ruwet and Gregg Cogswell participated by phone.  City Councilor Paul Cavagnero was absent.

Mayor Carbone called the meeting to order at 2:30 p.m.

Schedule Public Hearing
On a motion by Councilor Waldron, seconded by Councilor Farley, the Council voted unanimously to schedule a public hearing on Monday, June 20, 2016 at 6:30 p.m. to review and discuss proposals for participation in the 2016 Neighborhood Assistance Act.

Newfield Rd. Pavement Preservation
On a motion by Councilor Waldron, seconded by Councilor Noujaim, the Council voted unanimously to authorize the Mayor to award a contract to the low bidder, Waters Construction Co., Inc. of Bridgeport, CT for Newfield Road Pavement Preservation, with 80% Federal and 20% Local funding of the $591,140 project, and to authorize the Mayor act on the behalf of the City regarding the execution of the contract and its administration including approval of change orders and pay applications.

Naugatuck River Greenway Trail Access Drive
On a motion by Councilor Farley, seconded by Councilor Noujaim, the Council voted unanimously to authorize the Mayor to award a contract to the low bidder, Supreme Industries of Harwinton, CT for the Naugatuck River Greenway Trail Access Drive Phase One in the amount of $155,880, being Torrington’s share of the $180,000 project, and to authorize the Mayor act on the behalf of the City regarding the execution of the contract and its administration including approval of change orders and pay applications.

100 Franklin Dr. – Environmental Engineering
On a motion by Councilor Waldron, seconded by Councilor Farley, the Council voted unanimously to authorize the Mayor to award a contract to CME Assocs. of Woodstock, CT for Environmental Engineering and Re-Use Planning Services – 100 Franklin Drive.  Ms. Wilson described the project and explained the selection process based on the contractor’s qualifications.

HVAC Services
On a motion by Councilor Waldron, seconded by Councilor Noujaim, the Council voted unanimously to accept the Purchasing Agent’s recommendation and authorize the Mayor to extend the current HVAC services contract with Tradesmen of New England, LLC of Bloomfield, CT, for FY16/17 with the same terms, conditions, and $86.00 per hour rate.

Small Cities
Councilor Waldron explained that Projects #143-420, #143-456, and #143-458 are for emergency roofing projects, all three have plenty of equity, and that the Committee recommends acceptance of all three.  On a motion by Councilor Waldron, seconded by Councilor Noujaim, the Council voted unanimously to approve Projects #143-420, #143-456, and #143-458.

On a motion by Councilor Waldron, seconded by Councilor Farley, the meeting was adjourned at 2:48 p.m.
