SPECIAL MEETING 
CITY COUNCIL & WPC AUTHORITY
April 18, 2016

A SPECIAL MEETING was held by the City Council & WPC Authority in the City Hall Auditorium on Monday, April 18, 2016.

Those in attendance included Mayor Elinor Carbone, Corporation Counsel Jaime LaMere, City Councilors Paul Cavagnero, Anne Ruwet, Gregg Cogswell, Daniel Farley, Luisa Noujaim and Drake Waldron.  

Mayor Carbone called the meeting to order at 7:21 p.m.

BUDGETS
ASSESSOR
On a motion by Councilor Farley, seconded by Councilor Ruwet, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Assessor budget 0of $407,342.

BOARD OF TAX REVIEW
On a motion by Councilor Ruwet, seconded by Councilor Waldron, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Board of Tax Review budget of $5,600.

BOARDS & AGENCIES
On a motion by Councilor Ruwet, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Boards and Agencies budget of $351,985.

BUILDING
On a motion by Councilor Ruwet, seconded by Councilor Farley, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Building budget of $362,907.

CITY REAL ESTATE
On a motion by Councilor Ruwet, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the proposed FY2016/2017 City Real Estate budget of $466,855.

CITY & TOWN CLERK
On a motion by Councilor Ruwet, seconded by Councilor Noujaim, the Council voted unanimously to tentatively approve the proposed FY2016/2017 City & Town Clerk budget of $736,793.

COMPTROLLER
On a motion by Councilor Ruwet, seconded by Councilor Noujaim, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Comptroller budget of $365,734.

CORPORATION COUNSEL
On a motion by Councilor Ruwet, seconded by Councilor Farley, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Corporation Counsel budget of $178,668.

MAYOR
On a motion by Councilor Ruwet, seconded by Councilor Noujaim, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Mayor budget of $231,766.

PERSONNEL
On a motion by Councilor Cogswell, seconded by Councilor Ruwet, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Personnel budget of $229,242.

PLANNING & ZONING
On a motion by Councilor Cogswell, seconded by Councilor Ruwet, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Planning & Zoning budget of $236,192.

PURCHASING
On a motion by Councilor Ruwet, seconded by Councilor Noujaim, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Purchasing budget of $115,564.

REGISTRARS
On a motion by Councilor Ruwet, seconded by Councilor Noujaim, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Registrars budget of $93,853.

ELECTION
On a motion by Councilor Cogswell, seconded by Councilor Farley, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Election budget of $74,750.

SERVICES FOR THE ELDERLY
On a motion by Councilor Waldron, seconded by Councilor Noujaim, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Services for the Elderly budget of $331,798.

TREASURER
On a motion by Councilor Farley, seconded by Councilor Noujaim, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Treasurer budget of $66,331.

INFORMATION TECHNOLOGY
On a motion by Councilor Ruwet, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Information Technology budget of $790,583.

PUBLIC SAFETY MISC.
On a motion by Councilor Noujaim, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Public Safety Miscellaneous budget of $2,455,931.

EMERGENCY MANAGEMENT
On a motion by Councilor Ruwet, seconded by Councilor Noujaim, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Emergency Management budget of $35,661.

FIRE
On a motion by Councilor Ruwet, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Fire budget of $4,922,664.

VOLUNTEERS
On a motion by Councilor Ruwet, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Volunteers budget of $89,758.

POLICE
On a motion by Councilor Ruwet, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Police budget of $8,438,522.

ANIMAL CONTROL
On a motion by Councilor Farley, seconded by Councilor Noujaim, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Animal Control budget of $260,053.

TRAFFIC
On a motion by Councilor Ruwet, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Traffic budget of $344,875.

PUBLIC WORKS DIRECTOR
On a motion by Councilor Cogswell, seconded by Councilor Noujaim, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Public Works Director budget of $149,642.

CITY HALL
On a motion by Councilor Ruwet, seconded by Councilor Farley, the Council voted unanimously to tentatively approve the proposed FY2016/2017 City Hall budget of $196,968.

ENGINEERING
On a motion by Councilor Noujaim, seconded by Councilor Ruwet, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Engineering budget of $671,225.

LANDFILL
On a motion by Councilor Cogswell, seconded by Councilor Farley, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Landfill budget of $965,480.

SANITARY SEWER/STREETLIGHTS
On a motion by Councilor Noujaim, seconded by Councilor Ruwet, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Sanitary Sewer/Streetlights budget of $235,230.

STREET
On a motion by Councilor Ruwet, seconded by Councilor Farley, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Street budget of $4,787,132.

PARKS
On a motion by Councilor Cogswell, seconded by Councilor Waldron, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Parks budget of $1,074,765.

HEALTH
On a motion by Councilor Waldron, seconded by Councilor Noujaim, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Health budget of $2,904,969.

RECREATION
On a motion by Councilor Ruwet, seconded by Councilor Noujaim, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Recreation budget of $394,919.

ECONOMIC DEVELOPMENT
On a motion by Councilor Cogswell, seconded by Councilor Farley, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Economic Development budget of $112,002.

BOND REDEMPTION
On a motion by Councilor Ruwet, seconded by Councilor Farley, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Bond Redemption budget of $2,530,000.

DEBT INTEREST & EXPENSE
On a motion by Councilor Ruwet, seconded by Councilor Farley, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Debt Interest & Expense budget of $1,008,887.

INSURANCE
On a motion by Councilor Cogswell, seconded by Councilor Ruwet, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Insurance budget of $1,650,772.

PENSION & BENEFITS
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Pension & Benefits budget of $12,320,884.

TAX COLLECTOR
On a motion by Councilor Ruwet, seconded by Councilor Farley, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Tax Collector budget of $564,300.

CONTINGENCY
On a motion by Councilor Waldron, seconded by Councilor Noujaim, the Council voted 4/2, with Councilors Cavagnero and Ruwet opposed, to tentatively approve the proposed FY2016/2017 Contingency budget of $350,000.

PROBATE
On a motion by Councilor Ruwet, seconded by Councilor Farley, the Council voted unanimously to tentatively approve the proposed FY2016/2017 Probate budget of $40,156.

CITY WIDE
On a motion by Councilor Cogswell, seconded by Councilor Ruwet, the Council voted unanimously to tentatively approve the proposed FY2016/2017 City Wide budget of $2,215,843.

OVERALL
On a motion by Councilor Ruwet, seconded by Councilor Waldron, the Council voted unanimously to tentatively approve the entire proposed FY2106/2017 City Budget of $53,766,551, an increase over last year of .83% or $444,125.

ADJOURNMENT
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council adjourned at 8:51 p.m.
