SPECIAL TELEPHONIC MEETING
CITY COUNCIL & WPC AUTHORITY
FEBRUARY 4, 2016

A SPECIAL TELEPHONIC MEETING was held by the City Council & WPC Authority in the Mayor’s Office on Thursday, February 4, 2016.

Those in attendance included Mayor Elinor Carbone, City Councilor Daniel Farley, Police Chief Michael Maniago, Mayoral Aide Timothy Waldron and Purchasing Agent Pennie Zucco.  City Councilors Drake Waldron, Luisa Noujaim and Gregg Cogswell participated by telephone.  City Councilors Paul Cavagnero and Anne Ruwet were absent.

Mayor Carbone opened the meeting at 4:37 p.m.

POLICE DEPARTMENT HVAC
On an amended motion by Councilor Waldron, seconded as amended by Councilor Farley, the Council voted unanimously to accept the Purchasing Agent’s and Capt. Newkirk’s recommendation to waive the bid process and award a heating system upgrade to the contractor-of-record, Tradesmen of New England of Bloomfield, CT for the installation of heating pumps located at various locations throughout the Police Department facility for the estimated amount of $35,051, contingent upon the engineer, Van Zelm’s, acceptance of responsibility for system design deficiencies.

Mayor Carbone explained that this problem has existed since May when the system started to fail and the consultant, Van Zelm, was brought in.  She said this will come from the Police Department’s Capital Reserve fund.

Chief Maniago read the guarantees offered by the contractor, Tradesmen of New England, including a one-year pump warrantee, a 3-year motor warrantee and a 1-year installation warrantee.  Mayor Carbone noted that the system is 25 years old.

Councilor Farley pointed out that the contractor does not warrantee system design and he felt it is important to get the engineering firm, Van Zelm, to accept responsibility since they have been paid to research this.  Mayor Carbone said they did not design this system, but merely evaluated what was already there.

Chief Maniago offered to talk to Van Zelm in the morning.  He noted that when some of the heat pumps failed, they were left with no heat in the women’s locker room and that the public rest room and lobby were 36°.  He said he is worried about pipes bursting as this area is on an outside wall.

Mrs. Zucco assured the Council that Tradesmen of New England, as the contractor-of-record, would be sure to follow through with their work.

On a motion by Councilor Cogswell, seconded by Councilor Waldron, the Council adjourned at 4:54 p.m.
