REGULAR MEETING
CITY COUNCIL & WPC AUTHORITY
OCTOBER 5, 2015

A  REGULAR MEETING was held by the City Council & WPC Authority in the City Hall Auditorium on Monday, October 5, 2015.

Those in attendance included Mayor Elinor Carbone, Corporation Counsel Raymond Rigat, City Councilors Drake Waldron, Christopher Anderson, Anne Ruwet, and Gregg Cogswell.  City Councilors Paul Samele and Paul Cavagnero were absent.  Police Chief Michael Maniago was also present.

Mayor Carbone opened the meeting at 6:30 p.m.  

OPEN TO PUBLIC
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously to open the meeting to the public.  There was no one present who wished to speak.

HVAC – Police Dept.
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to accept the Purchasing Agent’s recommendation and award the TPD Data Closet Cooling System Upgrade project to Pelletier Mechanical Services, LLC of Thomaston, CT in the amount of $12,558, pending Board of Public Safety approval.

SMALL CITIES GRANT
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously to approve the following payments from Small Cities Fund 270:

BUSINESS:  Department Heads
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to consider business presented by Department Heads.  Chief Maniago thanked Mayoral Aide Waldron for his assistance in obtaining approvals for the HVAC project.

BUSINESS:  Mayor and Members
On a motion by Councilor Waldron, seconded by Councilor Ruwet, the Council voted unanimously to consider business presented by the Mayor and Members of City Council.  

Councilor Cogswell asked about the State’s decision to cut $139,000 from Torrington’s allocation.  Mayor Carbone said she met with the Comptroller and Deputy Comptroller and decided to closely monitor the affected line items.  She said they will address them later in the year if necessary and bring the matter back to City Council and the Board of Finance.

Councilor Cogswell asked about the status of the Feasibility Study for combining the Board of Education and City Business Offices.  Mayor Carbone said she has been finalizing the scope of services, and noted that we are in the middle of the annual audit.  She said the auditors have identified areas that need improvement.

Mayor Carbone reminded everyone of the City’s upcoming 275th Anniversary celebration on October 17th and said our Town Historian has done a tremendous amount of work on this.

ADJOURNMENT
On a motion by Councilor Anderson, seconded by Councilor Ruwet, the Council voted unanimously to adjourn at 6:40 p.m.
