MINUTES                                                                         
REGULAR MEETING
CITY COUNCIL & WPC AUTHORITY
AUGUST 3, 2015

A REGULAR MEETING was held by the City Council & WPC Authority in the City Hall Auditorium on Monday, August 3, 2015.

Those in attendance included Mayor Elinor Carbone, Corporation Counsel Raymond Rigat, City Councilors Anne Ruwet, Paul Cavagnero, Gregg Cogswell, and Christopher Anderson.  City Councilors Drake Waldron and Paul Samele were absent. City Engineer Ed Fabbri was also present.

Mayor Carbone opened the meeting at 7:32 p.m.  

MINUTES
On a motion by Councilor Cogswell, seconded by Councilor Ruwet, the Council voted unanimously to accept the minutes of the Regular Meeting held July 20, 2015.  Councilor Cavagnero abstained.

OPEN TO THE PUBLIC
On a motion by Councilor Ruwet, seconded by Councilor Anderson, the Council voted unanimously to open the meeting to the public.  There was no one present who wished to speak.

TABLED:  BUTTRICK TRAIL AND BRIDGE OVER STILL RIVER
On a motion by Councilor Cogswell, seconded by Councilor Ruwet, the Council voted unanimously to table consideration of a project entitled “Buttrick Trail and Bridge over Still River.”  Mayor Carbone explained she will soon be walking on and reviewing the proposed trail with the property owners.

NEWFIELD RD. PAVEMENT PRESERVATION
On a motion by Councilor Cogswell, seconded by Councilor Anderson, the Council voted unanimously to authorize the Mayor to execute a Project Authorization Letter (PAL) agreement with the CT Department of Transportation for the “Pavement Preservation on Newfield Road” project.

MASTER MUNICIPAL AGREEMENT: Right of Way Projects
On a motion by Councilor Anderson, seconded by Councilor Cavagnero, the Council voted unanimously to authorize the Mayor to execute an agreement with the CT Department of Transportation entitled “Master Municipal Agreement for Right of Way Projects”.

ADD TO AGENDA
On a motion by Councilor Cogswell, seconded by Councilor Cavagnero, the Council voted unanimously to add an item to the agenda regarding a feasibility study.

RFP: Feasibility Study
On a motion by Councilor Ruwet, seconded by Councilor Cavagnero, the Council voted unanimously to authorize the Mayor to go out for a Request for Proposal for a feasibility study for municipal and school district operations.  Mayor Carbone explained that she will be looking for an RFP that will identify internal operations and processes, review rules and responsibilities of both Board of Education and City employees, find where there are duplications of services and determine how those can be combined to establish one financial office that reports to both City Council and Board of Finance.

SMALL CITIES
On a motion by Councilor Cogswell, seconded by Councilor Anderson, the Council voted unanimously to table acceptance of any recommendations of the Small Cities Committee, because there were none.

On a motion by Councilor Anderson, seconded by Councilor Ruwet, the Council voted unanimously to authorize the following payments to L. Wagner & Assocs. for Professional Services from April 1, 2015 through June 30, 2015 regarding the City Housing Rehabilitation Grant:

BUSINESS BY DEPT. HEADS
On a motion by Councilor Anderson, seconded by Councilor Ruwet, the Council voted unanimously to consider business presented by Department Heads.  No business was presented.

BUSINESS:  MAYOR & MEMBERS
On a motion by Councilor Cogswell, seconded by Councilor Anderson, the Council voted unanimously to consider business presented by the Mayor and members of the City Council.

Councilor Cogswell noted that our Police and Firemen did a great job in recent events along with our EMS.  He commended their teamwork and said he is glad everything worked out.

Councilor Anderson reminded the members that residents have mentioned they have difficulty hearing them during meetings, and they need to lean in closer to the microphones.

Mayor Carbone said our Police and Firemen did a tremendous job and their training efforts showed.  She listed the other municipalities who helped us with mutual aid such as Hartford, West Hartford, Bristol, and Southington and expressed her gratitude.

ADJOURNMENT
On a motion by Councilor Anderson, seconded by Councilor Cogswell, the Council voted unanimously to adjourn at 7:45 p.m.
