REGULAR MEETING
CITY COUNCIL & WPC AUTHORITY
May 4, 2015
A REGULAR MEETING was held by the City Council & WPC Authority in the City Hall Auditorium on Monday, May 4, 2015.
Those in attendance included Mayor Elinor Carbone, Corporation Counsel Raymond Rigat, City Councilors Paul Cavagnero, Christopher Anderson, Anne Ruwet, Paul Samele, Drake Waldron and Gregg Cogswell. Also present were WPCA Administrator Raymond Drew, Fire Chief Gary Brunoli, Director of Elderly Services Joel Sekorski, Comptroller Alice Proulx, and City Clerk Joseph Quartiero.
Mayor Carbone called the meeting to order at 8:02 p.m.
MINUTES
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to accept the minutes of the Regular Meeting held on April 20, 2015.
OPEN TO THE PUBLIC
On a motion by Councilor Anderson, seconded by Councilor Cavagnero, the Council voted unanimously to open the meeting to the public. There was no one present who wished to speak.
SCHEDULE PUBLIC HEARING
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council, acting herein as the Water Pollution Control Authority voted unanimously to schedule a Public Hearing on May 18, 2015 at 6:30 p.m. to set the Sewer User Fee for the period from July 1, 2015 through June 30, 2016.
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to schedule a public hearing on Monday, June 1, 2015 at 6:30 p.m. to review and discuss proposals for participation in the 2015 Neighborhood Assistance Act.
SMALL CITIES GRANTS
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to accept the recommendation of the Small Cities Committee and approve a change order to Project #143-339 in the amount of $1641 and an additional amount of $1285 on Project #143-351.
On a motion by Councilor Samele, seconded by Councilor Waldron, the Council voted unanimously to authorize the following payments:

THS TURF PROJECT
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to authorize a payment of $71,410.09 to H.I. Stone, Application #7, for THS Track & Field Construction/Renovations through 11/10/2014.
TABLED: CITY BUDGETS
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to table further approvals of the City budget.
BUSINESS: DEPT. HEADS
On a motion by Councilor Cavagnero, seconded by Councilor Anderson, the Council voted unanimously~to consider business presented by Department Heads. ~~
Mr. Sekorski gave a brief overview of the Elderly Nutrition program funding.
BUSINESS: MAYOR & MEMBERS
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to consider business presented by the Mayor and members of the City Council.
Councilor Ruwet commended the Reality Fair at the High School and requested updates on the Marketplace and NWCT Transit project.
Mayor Carbone reminded the Council of an upcoming Board of Trustees meeting.
ADJOURNMENT
On a motion by Councilor Anderson, seconded by Councilor Ruwet, the Council adjourned at 8:23 p.m.
