REGULAR MEETING                                         
CITY COUNCIL & WPC AUTHORITY
April 20, 2015

A  REGULAR MEETING was held by the City Council & WPC Authority in the City Hall Auditorium on Monday, April 20, 2015.

Those in attendance included Mayor Elinor Carbone, Corporation Counsel Raymond Rigat, City Councilors Paul Cavagnero, Christopher Anderson, Anne Ruwet, Paul Samele, Drake Waldron and Gregg Cogswell.  Also present were Fire Chief Gary Brunoli, Comptroller Alice Proulx, Deputy Comptroller Gina Casper, Fleet Manager Emil Castro, Purchasing Agent Pennie Zucco and City Clerk Joseph Quartiero.

Mayor Carbone called the meeting to order at 6:30 p.m.

MINUTES
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to accept the minutes of the Special Meeting held jointly with the Board of Public Safety on March 31, 2015.  Councilor Anderson abstained.

On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to accept the minutes of the Regular Meeting held April 6, 2015.  Councilor Anderson abstained.

On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to accept the minutes of the Special Meeting held April 13, 2015.
Councilors Samele and Anderson abstained.

OPEN TO THE PUBLIC
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously to open the meeting to the public.  There was no one present who wished to speak.

EXECUTIVE SESSION
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to enter into Executive Session under section 1-200(6)(A), at 6:34 p.m., inviting Atty. Charles Roraback.

OPEN SESSION
On a motion by Councilor Anderson, seconded by Councilor Cogswell, the Council voted unanimously to enter into Open Session at 7:38 p.m.

RENEW HVAC CONTRACT
On a motion by Councilor Samele, seconded by Councilor Ruwet, the Council voted unanimously      to accept the Purchasing Agent’s recommendation and renew the HVAC one-year bid contract for FY15/16 with Tradesmen of New England LLC of Bloomfield, CT for a Journeyman rate of $86.00 per hour.

FLEET TRACKING GPS – Dept. Public Works (Tabled 3/16/15)
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously to move forward with the purchase of a Fleet Tracking GPS for the Public Works Department from Reltronics Technologies, Inc. of Rochester, NY, using Vehicle Replacement funds, pending Board of Finance approval on April 21, 2015.  Mayor Carbone explained that these funds will be replaced in FY15/16, and the GPS units will be considered vehicle equipment that will improve crew management.  Mr. Castro said the cost would be $11,998 for 40 units, with $2,000 for the sensors required for the older trucks, equaling about $14,000.
SMALL CITIES GRANTS
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to accept the recommendation of the Small Cities Committee and approve both Project #143-343 and Project #143-385.

On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to authorize the following payments from Fund #277 to Safe Homes, Inc. for Lead Paint Testing:

BUILDING DEPT. REPORT
On a motion by Councilor Anderson, seconded by Councilor Cogswell, the Council voted unanimously to accept the Building Department Report for March 2015.

BUSINESS:  DEPT. HEADS
On a motion by Councilor Ruwet, seconded by Councilor Waldron, the Council voted unanimously to consider business presented by Department Heads.    

Chief Brunoli updated the Council on the centralized Dispatch saying that when a study was done by the State, the subsidy calculation wasn’t as accurate as the State wanted it to be.  To correct this, they proposed that subsidies be moved from the four larger centers to the smaller ones.  Litchfield County Dispatch stood to lose about $400,000, he said, with Torrington’s portion projected at $133,000.  Chief Brunoli said the State decided to grandfather in the current subsidy rates, so only normal LCD budget increases are expected.  

BUSINESS:  MAYOR & MEMBERS
On a motion by Councilor Cogswell, seconded by Councilor Ruwet, the Council voted unanimously to consider business presented by the Mayor and members of the City Council.

Mayor Carbone reported on a Tag Sale Fundraiser for the Independence Day Fireworks and announced the Youth Service Day Award Ceremony to be held in Coe Park on April 21st.  She announced an upcoming Pasta Supper Fundraiser for the Thompson Family, a Public Information Day with the Dept. of Transportation regarding city sidewalks on April 23rd and the Earth Day Cleanup on April 25th.

BUDGETS
On a motion by Councilor Cogswell, seconded by Councilor Ruwet, the Council voted unanimously to tentatively approve the Assessor budget of $399,444.

On a motion by Councilor Anderson, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Board of Tax Review budget of $5,600.

On a motion by Councilor Samele, seconded by Councilor Ruwet, the Council voted unanimously to tentatively approve the Building budget of $355,569.

On a motion by Councilor Cogswell, seconded by Councilor Ruwet, the Council voted unanimously to tentatively approve the City Clerk budget of $765,211.

On a motion by Councilor Samele, seconded by Councilor Ruwet, the Council voted unanimously to tentatively approve the Comptroller budget of $365,735.

On a motion by Councilor Ruwet, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Corporation Counsel budget of $201,443.

On a motion by Councilor Samele, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Mayor budget of $229,685.

On a motion by Councilor Ruwet, seconded by Councilor Anderson, the Council voted unanimously to tentatively approve the Personnel budget of $229,144.

On a motion by Councilor Ruwet, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the Planning & Zoning budget of $236,239.

On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Purchasing budget of $115,873.

On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the Registrar budget of $93,796.

On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously to tentatively approve the Election budget of $74,750.

On a motion by Councilor Cogswell, seconded by Councilor Ruwet, the Council voted unanimously to tentatively approve the Services for the Elderly budget of $323,795.

On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the Treasurer budget of $65,236.

On a motion by Councilor Ruwet, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Information Technology budget of $791,294.

On a motion by Councilor Anderson, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Recreation budget of $395,014.

On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the Economic Development budget of $84,137.

On a motion by Councilor Anderson, seconded by Councilor Waldron, the Council voted unanimously to tentatively approve the Bond Redemption budget of $2,525,000.

On a motion by Councilor Ruwet, seconded by Councilor Anderson, the Council voted unanimously to tentatively approve the Debt Interest and Expense budget of $1,185,656.

On a motion by Councilor Anderson, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the Insurance budget of $1,557,006.

On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Pension and Benefits budget of $11,911,528.

On a motion by Councilor Ruwet, seconded by Councilor Anderson, the Council voted unanimously to tentatively approve the Tax Collector budget of $429,250.

On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the Contingency budget of $300,000.

On a motion by Councilor Anderson, seconded by Councilor Waldron, the Council voted unanimously to tentatively approve the Probate budget of $40,158.

On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the City Wide budget of $2,231,349.

ADJOURNMENT
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously to adjourn at 8:41 p.m.
