REGULAR MEETING                                                                 
CITY COUNCIL & WPC AUTHORITY  
SEPTEMBER 2, 2014


A  REGULAR MEETING was held by the City Council & WPC Authority in the Auditorium on Tuesday, September 2, 2014.


Those in attendance included Mayor Elinor Carbone, Corporation Counsel Raymond Rigat, City Councilors Christopher Anderson, Paul Cavagnero, Gregg Cogswell, Drake Waldron, Anne Ruwet and Paul Samele.  Public Works Director Gerald Rollett, WPCA Administrator Ray Drew, City Clerk Joseph Quartiero, and Fire Chief Gary Brunoli were also present.  

Mayor Carbone called the meeting to order at 7:34 p.m.  

MINUTES
On a motion by Councilor Samele, seconded by Councilor Anderson, the Council voted unanimously to accept the minutes of the Regular Meeting held August 18, 2014.  Councilor Waldron abstained.

OPEN TO THE PUBLIC
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to open the meeting to the public.  There was no one present who wished to speak.

APPTS – Inland Wetlands Commission
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to accept the Mayor’s re-appointment of John Bate, Jr. and Jane Bakker to the Inland Wetlands Commission for 3-year terms to expire on September 5, 2017.

SANITARY SEWER CAPITAL IMPROVEMENT
On a motion by Councilor Waldron, seconded by Councilor Anderson, the City Council herein acting as the Water Pollution Control Authority voted unanimously to approve the following payments from Fund #490 Sanitary Sewer Capital Improvement for Capital Project D-2A East Drainage Basin Rehabilitation:

THS ATHLETIC FIELDS PAYMENT
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously to authorize the payment of invoices presented, pending approval of the THS Athletic Fields Building Committee on Thursday, September 4, 2014.

ORDINANCE COMMITTEE RECOMMENDATION
On an amended motion by Councilor Cogswell, seconded as amended by Councilor Waldron, the Council voted unanimously to accept the recommendation of the accept the recommendation of the Ordinance Committee and schedule a Public Hearing on Monday, September 15, 2014 at 6:30 p.m. to solicit citizen input regarding a new ordinance regarding redemption fees for an impounded dog, cat or other animal.

ADD TO AGENDA
On a motion by Councilor Anderson, seconded by Councilor Cavagnero, the Council voted unanimously
to add Section B to the Agenda.

Section B
APPTS – P & Z Alt. Member, J. Sheaffer
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to accept the Mayor’s appointment of Jon A. Sheaffer, Jr. as an Alternate Member of the Planning & Zoning Commission, replacing Christine Mele, for a 5-year term expiring December 1, 2016.

BUSINESS BY DEPT. HEADS
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously
to consider business presented by Department Heads.  There was no business presented.

BUSINESS BY MAYOR AND COUNCIL
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously
to consider business presented by the Mayor and members of the City Council.

September 2, 2014

Mayor Carbone shared the good news of a $1,000,000 grant to help continue remediation efforts on Franklin St. and expressed her gratitude to the Economic Development Director who spear-headed this grant, along with Engineering, Building, Public Works and Atty. Rigat.

Mayor Carbone announced an upcoming Brownfields Seminar on Sept. 9th, Household Hazardous Waste Day on Sept. 13th and an E-cycle/Paper-Shredding event at Litchfield High School on the same day.

ADJOURNMENT
On a motion by Councilor Anderson, seconded by Councilor Waldron, the Council voted unanimously
to adjourn at 7:46 p.m.
